Resolution re: Small <br />Cities Monies for Year II <br /> <br />Request: Sidewalk on <br />Barracks Road <br /> <br />489 <br /> <br />the Belmont Drainage Project and he is of the opinion that <br />it can be built for the amount which has been set aside <br />in this years block grant fund. The City Manager stated that <br />the people involved with the project in Belmont had been <br />told the manner in which it would be built and with this new <br />development the staff should take another look and come back <br />with some additional recommendations. The Mayor suggested <br />that action be deferred on the Year V Block Grant Projects <br />until the Belmont Drainage Project is resolved. <br /> <br />On motion by Mrs. O'Brien, seconded by Mr. Gatewood the <br /> <br />following resolution was unanimously adopted. <br /> <br /> WHEREAS, it is anticipated that the City of <br />Charlottesville will be eligible for a Small Cities Grant <br />for Year 2 of the Starr Hill Neighborhood Revitalization <br />Program in the amount of $450,000; and <br /> <br /> WHEREAS, the City Council has received recommendations <br />for the expenditure of such funds from the Starr Hill <br />Neighborhood ReVitalization Task Force, the City Planning <br />Commission, and the Social Development Commission; and <br /> <br /> WHEREAS, a public hearing to consider such <br />proposed expenditures was duly advertised and held by the <br />City Council on February 20, 1979, as required by law. now <br />therefore, be it ' ' <br /> <br /> RESOLVED by the Council of the City of Charlottes- <br />ville that the following list of projects is hereby adopted <br />for the expenditure of Year 2 Small Cities Grant Funds for <br />the Starr Hill Neighborhood Revitalization area in the <br />estimated amounts hereinafter set forth: <br /> <br />(a) New Housing Site $ 50,000 <br />(b) House Bank Program 40,000 <br />(c) Housing Rehabilitation Program 50,000 <br />(d) Parks & .Recreation Improvements 10,000 <br />(e) Parking Lot Development 20,000 <br />(f) Street & Sidewalk Improvements 96,000 <br />(g) Landscaping & Lighting Improvements 4,000 <br />(h) Rehabilitation Assistance for Business <br /> Properties <br /> Business Assistance by Local <br /> Development Corporation <br /> Relocation Assistance <br /> Administration <br /> <br />(±) <br /> <br />100,000 <br /> <br /> 20,000 <br />(J) 20,000 <br />(k) 30,000 <br /> <br />$45O,000 <br /> <br /> Mr. John Greene advised the Council that his department <br />in cooperation with the neighborhood association has done <br /> <br />some preliminary work on designing a sidewalk along Barracks <br />Road from Howard Drive to the Meadowcreek Shopping Center. <br />He stated that the new walk would be.placed on top of the <br />pavement in the general location of the existing pedestrian <br />bikeway that is identified by pavement paint only. He also <br />stated that in conjunction with the sidewalk extensive <br /> <br />drainage improvements need to be made and estimated the total <br /> <br />cost of the project ~o be $50,000 if constructed by City <br /> <br />crews. Dr. Ed Miller, President of the Barracks-Rugby- <br /> <br />Preston Neighborhood Association, Mr. John Marston and <br /> <br />Mrs. Elizabeth Booker addressed the Council and requested that <br />this project be started as soon as possible. Mrs. O'Brien <br /> <br />stated she would like to see this project proceed as rapidly <br />as possible. Mr. Buck questioned where this project fits in <br />the city's capital projects plan and stated he would like <br /> <br /> <br />
