49O <br /> <br />Approval of Master Plan <br />for Ivy Creek Natural Area <br /> <br />Communication re: <br />Charlottesville Dev. <br />Group - Vinegar Hill <br />Hotel Project <br /> <br />Appropriation re: <br />$5,000 for Jackson-Via <br />School Roof repairs <br /> <br />Consideration re: <br />Appropriation - $37,400 <br />Front End Loader <br /> <br />some guidelines on how priorities are set and program <br />policies are set. Mr. Greene was requested to have detailed <br />cost estimates prepared for this project and also estimates <br />for extending-the sidewalk on the west side of Rugby Road. <br />He stated he could have this information by March 19th. Mr. <br />Gatewood requested that the staff give a break down of the <br />sidewalk alone and some suggestions as to how the sidewalk <br />could be built without aggrivating the drainage problem. <br /> Mr. Gene German, Director of Parks and Recreation <br /> addressed the Council and presented the proposed revised <br /> master plan for development of the Ivy Creek Natural Area. <br /> He stated that the estimated cost for development is <br /> $60,000 which includes the entrance road, parking lot, <br /> restroom building, utilities, picnic area, nature trails, <br /> landscaping and buffer planting. He stated that Council's <br /> approval of the revised plan is needed prior to submitting <br /> the plan to the County Planning Commission. On motion by <br /> Mrs. O'Brien, seconded by Mr. Albro the revised Master <br /> Plan was unanimously ap.proved. <br /> A resolution was presented from the Charlottesville <br /> Development Group recommending that the Council give a <br /> high priority to the development of the Vinegar Hill <br /> Property as a hotel/conference center. The group further <br /> recommends that the City Council consider the use of <br /> public financial incentives to attract a hotel/conference <br /> center development to the Vinegar Hill Site and the public <br /> share of capital costs be limited to approximately 4 million <br /> dollars. The City Manager suggested that the members of <br /> Council who have questions concerning this project would <br /> let him know of their concerns and he would attempt to get <br /> the answers. <br /> The resolution appropriating $5,000 for the Jackson- <br /> Via School Roof which was offered at the meeting of the <br /> Council on February 5, 1979, was adopted by the following <br /> recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, <br /> Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> The City Manager reminded the Council that the Fiscal <br /> Year 1979 Budget included a request to replace an articulated <br /> loader in the street and sidewalk division of th.e ~Public <br /> Works Department. He stated this item was cut by City <br /> Council in order to balance the budget and at that time the <br /> staff recommended that this request be reviewed when the <br /> Fiscal Year. 1978 audit was completed and final fund balances <br /> were known. He stated that the estimated cost of a new <br /> loader after a trade-in allowance is $37,400 and if the <br /> equipment is ordered within the next few months a savings <br /> of at least $1,500 can be made because of anticipated <br /> <br /> <br />
