Presentation of School <br />Budget <br /> <br />Presentation of <br />City Budget <br /> <br />Presentation re: <br />Venable Neighborhood <br />Association Study <br />on Sidewalks along <br />Rugby Road <br /> <br />Staff Report re: <br />Removal of Meters <br />along W. Main Street <br /> <br /> for the proposed use. The Mayor assured Mrs. Moore than the <br /> associationS concerns would be given every consideration. <br /> <br /> Dr. Richard Jennings, Chairman of the School Board addressed <br /> the Council and presented the proposed School Budget for Fiscal <br /> Year beginning July 1, 1979. <br /> <br /> Mr. Robert Stripling, Assistant City Manager presented tme <br /> proposed City Budget for Fiscal Year beginning July 1, 1979. <br /> He stated that no new taxes or increases in any existing <br /> tax .rate are proposed in this budget. The City Manager <br /> recommended a reduction of 11¢ in the real property tax rate. <br /> <br /> The Mayor announced the first work session on the budgets <br /> would be March 21st and the public hearing will be held on <br /> March 28th at 7:30 p.m. <br /> <br /> Mrs. Mary Alice Gunter, President of the Venable <br /> <br /> Neighborhood Association addressed the Council and stated <br /> that the Board of Directors of the association has been <br /> studying the needs for bicycle-sidewalk paths on Rugby <br /> Road. She stated as a result of this study the Board of <br /> Directors recommends combination bicycle-sidewalk paths on <br /> both aides of Rugby Road extending from Edgewood Lane to <br /> Wayside Place on the west and from Grady Avenue to a point <br /> opposite Wayside Place on the east. She stated the Board is <br /> Opposed to any plan for widening the street and using painted <br /> lines to designate the bike way. Mrs. Gunter was thanked <br /> for the associations ~.support of this project. <br /> <br /> Mr. Bob Stripling reported that in September the City <br /> <br />Council agreed to remove_all on streen meners in the Central <br />Business District and increase the rates in parking lots for <br />all day meters, but did not decide the fate of the meters on <br />West Main Street until the merchants could be contacted. He <br />stated that we have not had a clear consensus from the <br />merchants on West Main Street and do not expect getting one <br />in the near future. He stated there are three groups of <br />meters which have not been either removed or increased in <br />price and still continue to carry a 5 cent/per hour rate. These <br />are the eight two hO~ur~ meters in the 300 block of West Main <br />Street, the meters between 9th Street and Chancellor Street <br />and the meters on and near Jefferson Park Avenue in the Medical <br />Center area. He Stated that the staff undertook a mail <br />survey and about 57% of the merchants who responded were in <br />favor of removing the meters. He stated he understands there <br />mights be a petition from the Start Hill Neighborhood with <br />reference to removing those meters. Mrs. O'Brien stated that <br />we would be hearing from the Starr Hill Neighborhood and she <br />would be in favor of waiting for the recommendation. Mr. <br />Buck stated he would be in favor of putting those merchants <br />in the area on notice that unless we get a strong response <br />from the businesses in this area that they want them removed, <br />then the staff be authorized to increase the rates so the rates <br />will be consistent throughout the City. <br /> <br /> <br />
