NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, September 15, 2003 AT 6:00 p.m. IN THE Second Floor <br />Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 37 12 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - September 15, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schi lling. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) to meet in <br />closed session for discussion and consideration of appointments of prospective can didates <br />to City boards and commissions and the appointment of a City Assessor, as authorized by <br />Section 2.2 - 3711(A)(1) of the Virginia Code; and for the discussion of the disposition of <br />publicly held real property on Preston Avenue, where discussion in an open meeting <br />would adversely affect the negotiating strategy of the City, as authorized by Section 2.2 - <br />3711(A)(3) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council certified by the <br />following vote (Ayes: Mr. Caravati, Mr . Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br /> Council discussed dates and potential topics of their annual retreat. <br /> <br />COUNCIL CHAMBER - September 15, 2003 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: BIKE TO WORK DAY PROCLAMATION <br /> <br /> Mr. Cox presented the Bike to Work Day Proclamation to Charles Petty of <br />Charlottesville Transit Syst em. <br /> <br />PUBLIC <br /> <br /> <br /> Mr. Eugene Foster, 6 Gildersleeve Wood, said that outside agencies that are <br />funded by the City must submit outcome based evaluations, and he asked how the City <br />evaluates new programs and initiatives such as the zoning ordinance. He said wit hout <br />this evaluation we will not know if the ordinance is achieving the desired results. <br /> <br /> Mr. Peter Kleeman, 407 Hedge St., expressed concern about the lack of regional <br />transportation planning, referring to the stop light to be installed on Route 29 next to Best <br />Buy. He said that the signed agreement between the City and County is still in force. <br /> <br /> Mr. David Blount, Legislative Liaison for the Thomas Jefferson Planning District <br />Commission, said that he is starting to put together the legislative packet, a nd no change <br />is envisioned in the format or focus from last year. He asked that Council provide <br />feedback in the next week about what they would like to see in the packet. He said a <br />draft is expected to be send to Council in late September or early Octobe r, with approval <br />
