FOR A NEW BRIDGE OVER THE SOUTH FORK AT HYDRAULIC SINCE THERE WOULD BE NO NEED
TO RAISE THIS BRIDGE UNTIL THE DAM iS RAISED TO 382 OR 385. THIS PLAN WOULD
ALSO PROVIDE FOR THE PURCHASING OF ALL OF THE LAND AND FLOOD RIGHTS NEEDED FOR
THE ULTIMATE DEVELOPMENT. MR. GILMER ESTIMATED THAT THE COST OF THE REVISED PLAN
WOULD AMOUNT TO APPROXIMATELY TW© AND ONE HALF MILLION DOLLARS, HOWEVER) HE STATED
THAT THESE FIGURES WERE HURRIEDLY PREPARED AND SHOULD BE RESTUDIED IN HIS OFFICE.

HE STATED IT WOULD) OF COURSE~ BE NECESSARY TO DETERMINE WHETHER OR ~OT THE PROPOSED
DAM SITE WOULD BE SUITABLE FOR THE CONSTRUCTION OF A DAM AND IN ORDER TO DO THIS
BORINGS WOULD HAVE TO BE MADE AND HE ESTIMATED THE COST OF BORINGS) ETC. WOULD COST
BETWEEN SIX AND TEN THOUSAND DOLLARS~ HE STATED THAT HE THOUGHTIT MIGHT BE POSSIBLE
TO HAVE THIS STUDY AND BORINGS COMPLETED BY JANUARY 1~ 1962, AND HE ESTIMATED THAT
THE PROJECT COULO BE DEVELOPED TO A POINT WHEREBY WATER COULD BE SECURED FROM THIS
SOURCE BY THE MIDDLE OF 1964.

THE CITY MANAGER RECOMMENDED THAT THE REVISED PLAN BE ACCEPTED BECAUSE IT

WOULD ENABLE THE EXPANSION OF THE ClTYIS WATER SYSTEM AS NEEDED AND WOULD NOT RE-
QUIRE PRESENT USERS TO BE UNDULY BURDENED WITH A PORTION OF THE WATER SYSTEM THAT
WOULD NOT BE NEEDED DURING THE IMMEDIATE PERIOD OF FIFTEEN (15) TO TWENTY (20) YEARS.
HE. ALSO STATED THAT IF THE REVISED PLAN WAS DEVELOPED AT THIS TIME, IT WOULD REQUIRE
A RATE INCREASE OF APPROXIMATELY SIXTY PERCENT (60~)) WHEREAS, IF THE TOTAL PROJECT
WAS CONSTRUCTED AT THIS TIME, THE INCREASE WOULD AMOUNT TO APPROXIMATELY ONE HUNDRED
PERCENT (100~).

AFTER CONSIDERABLE DISOBSSION BY THE COUNCIL, THE CITY MANAGER RECOMMENDED THAT
THE ENGINEERS BE REQUESTED TO STUDY THE REVISED PLAN TO DETERMINE WHETHER OR NOT THE
ESTIMATED PRICE OF TWO AND ONE HALF MILLION DOLLARS IS CORRECT~ THAT AN OPTION BE
SECURED ON THE DAM SITE; THAT AS Seen AS THE OPTION IS SECURED THE SUM OF TEN
THOUSAND DOLLARS (~t0,000o00)~ OR AS MUCH THEREOF AS IS NEEDED, BE MADE AVAILABLE
FOR THE DAM SITE INVESTIGATION; THAT HE BE AUTHORIZED TO NEGOTIATE A C~NTRACT WITH
POLGLAZE AND BASENBERG FOR THE ENGINEERING WORK, SUCH CONTRACT BEING CONTINGENT ON
THE ISSUANCE OF BONDS FOR THE PRO~ECT BEING AUTHORIZED BY THE VOTERS; AND THAT AS
SOON AS THE SITE IS PROVEN FEASIBLE THE VOTERS BE ASKED TO AUTHORIZE THE ISSUANCE OF
BONOS TO COVER THE COST OF THE REVISED PROJECT.

ON MOTION BY MR.HAGGERTY~ SECONDED BY MR. LEE, THE RECOMMENDATIONS OF THE CITY
MANAGER WERE UNANIMOUSLY ADOPTED, AND THE ENGINEERS WERE REQUESTED TO PROCEED AS SOON

AS POSSIBLE.

ON MOTION THE MEE~I'NG ADJOURNED.

PRESIDENT

COUNCIL CHAMBER - OCTOBER 16, 1961

THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEMBERS
PRESENT: MR.
