NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, June 6, 2005 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - June 6, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> On motion by Mr. Schilling, seconded by Mr. Caravati, Council voted (Ayes: Dr. <br />Brown, Mr. Caravati, Mr. Lynch, Mr. Schilling. Noes: None. Absent for the vote: Ms. <br />Hamilton) to meet in closed session for discussion and consideration of appointments to <br />boards and commissions, as authorized by Section 2.2-371 i(A)(1) of the Virginia Code <br />and for discussion and consideration of the disposition of City-owned real property <br />located adjacent to Washington Park between Preston Avenue and Madison Avenue, <br />where discussion in an open meeting would adversely affect the negotiating strategy of <br />the City, as authorized by Section 2.2-371 l(A)(3) of the Virginia Code. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, Council certified by the <br />following vote (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling. Noes: None) that to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER- June 6, 2005 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS: VIRGINIA PLANNING ASSOCIATION AWARD <br /> <br /> Dr. Brown presented the American Planning Association award to Jim Tolbert, <br />Director of Neighborhood Development Services, which was awarded for the City's <br />zoning ordinance. <br /> <br />PUBLIC <br /> <br /> Ms. Betty Amiss, 1501 Chesapeake Street, said that her comments are made only <br />for herself and her interests. She commented on criteria used for capital improvement <br />program decisions made by Neighborhood Development Services. She said no formal <br />cost analysis was done for the Woolen Mills CIP. She said her questions about line item <br />components of construction of four potential locations for sidewalks have been <br />unanswered and she objected. <br /> <br /> Ms. Brenda Amiss, 761 Ridge Street, expressed concern about special education <br />and about her son not being provided with a proper education. She said there are <br />predominantly black students in special education and no summer programs or extra help <br />are offered. <br /> <br /> Mr. Ben Ford, 117 Amherst Commons, speaking on behalf of Amherst Commons <br />residents, urged Council to accept Amherst Commons as a City street. He said other <br />streets in the City are narrower and are maintained by the City. He said snow plows have <br />come up the street before with no problems. <br /> <br /> <br />
