<br /> 11 <br />PUBLIC <br /> <br /> Ms. Collette Hall, 101 Robertson Lane, President of the North Downtown <br />Residents Association, said that she is not speaking in support of or opposition to the <br />Meadowcreek Parkway, but said some NDRA residents are frightened regarding the <br />impact the structures will have. She said she does not know where replacement parkland <br />will be. She encouraged Council to do an environmental study. <br /> <br /> Mr. Mark Graham, Director of Community Development for Albemarle County, <br />presented a resolution previously adopted by the Albemarle County Board of Supervisors <br />opposing the diverter on North Berkshire. He said Albemarle County residents in the <br />neighborhood oppose the diverter. He suggested that “porkchops” be looked at as an <br />alternate solution. He said there is plenty of time to incorporate them before Albemarle <br />Place opens. <br /> <br /> Mr. Rich Collins, 108 Wilson Court, encouraged Council not to adopt the <br />proposed letter and resolution regarding the Meadowcreek Parkway. He said Council <br />should first better understand the issues and give the public a better idea about the issues. <br />He said a comprehensive report should be given to citizens regarding how the conditions <br />in the original letter have been satisfied. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, urged Council not to take action on the <br />Meadowcreek Parkway letter and resolution. He said the proposed interchanges do not <br />meet the need. He said Council should wait until reasonable transportation projects are <br />identified. He said there should be an environmental study. <br /> <br /> Mr. Brandon Smith, 207 Douglas Avenue, spoke in opposition to the <br />Meadowcreek Parkway. He said it contradicts the Sustainability Accords. He said the <br />road is a dinosaur. He said he supports comments made by the previous speakers. <br /> <br /> Mr. Stratton Salidas, 110 Kent Terrace, said it is absurd to say that the conditions <br />have been met good enough regarding the Meadowcreek Parkway. He said the resolution <br />is a distortion of the truth. He said replacement parkland will be located in the County. <br />He said using federal money means we cannot take the Vietnam War Memorial or <br />parkland unless there is no alternative. He said the money should be used to prioritize <br />transit services. <br /> <br /> Mr. Vance High, 338 Cleveland Avenue, asked that Council delay the vote on the <br />Meadowcreek Parkway. He said there is no design for the interchange that meets <br />standards and no environmental study. <br /> <br /> Ms. Tatiana Patton, 2209 Jefferson Park Avenue, representing the Rivanna <br />Conservation Society, supported the critical slopes ordinance and membership in the <br />Thomas Jefferson Soil and Water Conservation District. Regarding the Meadowcreek <br />Parkway, she said she has seen improvement in the design and plans, but is still <br />concerned about the impacts on the watershed, and suggested that a new environmental <br />impact study be done. <br /> <br /> Mr. Dale Alexander, Inglewood Court, said he hopes Council will keep to the <br />high ideals of regionalism and positive change contained in Council’s vision statement <br />after hearing the report on the diverter on North Berkshire. He said students are <br />unnecessarily bused through the Route 29/Hydraulic Road intersection. He said cut <br />through traffic has just been rerouted. He said safety and functionality have not been <br />addressed. <br /> <br /> Mr. Jim Chang, co-President of the Meadows Neighborhood Association, thanked <br />Council for listening to the neighborhood’s concerns regarding cut-through traffic and <br />Best Buy. <br /> <br /> Ms. Alison Sappington, District Manager of the Thomas Jefferson Soil and Water <br />Conservation District, thanked Council for considering member in the District. <br /> <br /> <br />
