<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Friday, March 17, 2006 AT 12:00 noon IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM – March 17, 2006 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> Mr. Dave Uhlig, Supervisor of Information System for Charlottesville Schools, <br />described the data warehouse which includes archived data on students. He said that it <br />can be used to measure outcomes by demographics. <br /> <br /> Dr. Yi Ni, consultant to the Schools, described the intervention program database <br />being developed that will become part of the data warehouse. <br /> <br /> Ms. Gertrude Ivory, Associate Superintendent of Curriculum and Instruction, said <br />that the bottom line is are the intervention programs improving student achievement. She <br />said that staff is in phase 1 of this program. She asked that staff be given time to do this <br />project right. <br /> <br /> Dr. Brown said this may be an objective way to assure that we keep the best <br />teachers. <br /> <br /> Mr. Lynch suggested that extracurricular activities be included as he said it would <br />be helpful to have that information.. He also asked if social services and criminal justice <br />system information could be interfaced. <br /> <br /> Ms. Hamilton said that in Tennessee this information was used for teacher <br />evaluations. She said it would be helpful to have dates for phases 2 and 3 and a timeline <br />for implementation. <br /> <br /> Ms. Julie Gronlund, School Board Chair, said that the School Board has been <br />looking at safety concerns at the schools, and is looking at restorative justice, a <br />community approach to the problem. She said the School Board wants to assure that all <br />teachers and students are treated respectfully. <br /> <br /> Mr. Lynch asked if there is a way to be more pro-active rather than reactive in <br />dealing with safety concerns. <br /> Ms. Gronlund said that professional development is part of the issue, and the next <br />step will be to involve staff. <br /> <br /> Ms. Hamilton noted that the Virginia Department of Education has many <br />programs listed on their website that the School Board may want to explore. <br /> <br /> Mr. Caravati asked what is in the School Board budget that attacks solving the <br />achievement gap in a systematic way. <br /> <br /> Ms. Gronlund said that the budget supports the Strategic Plan which addresses the <br />achievement gap. She said the Strategic Plan creates a foundation on which to grow. She <br />said it is not where you put resources but how you use them. <br /> <br /> Mr. Ned Michie, School Board member, said that accountability, tracking, and <br />using data will make the difference as well as curriculum alignment and new systematic <br />approaches. <br /> <br />
