<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Thursday, March 23, 2006 AT 5:00 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Budget Work Session <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM – March 23, 2006 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> Mr. O’Connell presented a listing of leadership values and said that the money in <br />the budget is tied to what we are trying to achieve as a city government. <br /> <br /> Mr. Caravati expressed concern about comments made by Mr. Schilling at the <br />previous work session about there having been a secret cabal about last year’s budget. <br />He said that unless this allegation can be proved the comment should be retracted. <br /> <br /> Mr. O’Connell presented information providing an update on State funding and <br />responses to Councilors’ questions. Mr. O’Connell said that while there is some risk, he <br />believes there could be as much as $500,000 in attribution savings. He noted that the <br />Leadership Team is not comfortable with this proposal. He noted that the budget does <br />not propose reductions in retirement benefits. <br /> <br /> Mr. Lynch said that as we talk about risks, he would like to discuss any future <br />surplus we might have and what to do with it should our costs be less than expected. <br /> <br /> Mr. O’Connell noted that the surplus is one time money and when the tax rate is <br />reduced it also reduces the current year’s budget as well. <br /> <br />Outside Agencies <br /> <br /> Mr. Caravati said he would like to discuss funding for First Night Virginia. <br /> <br /> Mr. Schilling said he would like to discuss funding for the Film Festival. <br /> <br /> Responding to a question from Mr. Caravati, Ms. Leslie Beauregard, Budget <br />th <br />Manager, said funding for City supported special events includes transit for 4 of July <br />and First Night, the Dogwood Festival, and special events that come up during the year. <br /> <br /> Mr. Lynch said that next year he would like to have festivals divided up into two <br />categories as some bring in people and have an economic spinoff and others are local in <br />nature. <br />th <br /> Mr. Caravati noted that this will be First Night Virginia’s 25 anniversary. <br /> <br /> Ms. Beauregard said that First Night requested $7,500 but funding was kept at <br />level funding. She said we also provide in-kind services (transit). <br /> <br /> Dr. Brown said he would support recognizing their anniversary and helping them <br />do something special. <br /> <br /> Mr. Caravati proposed $3,500. <br /> <br /> Mr. Schilling asked for an explanation of the genesis of the increase for the Film <br />Festival. <br /> <br /> <br />
