He said they propose grander advertising nationally and hope to <br />bring in more people. <br /> <br /> Mr. Schilling asked for background information on agency funding that Council <br />increased last year. <br /> <br /> Dr. Brown said that Council asked that instead of giving agencies a set amount of <br />increase, that staff be given the discretion to give more to those agencies rated excellent. <br /> <br /> Mr. Schilling asked for additional research on the issue. He asked if there was an <br />overall target increase of 6.25%. <br /> <br /> Ms. Beauregard said the targeted average was 6%. <br /> <br /> Mr. Schilling pointed out a mathematical error and said the increase appears to be <br />8.26% which amounts to an overage of $32,000. <br /> <br /> Ms. Beauregard said that some new agencies were funded that might have skewed <br />the numbers. <br /> <br /> Mr. Schilling asked it is not a Council policy that no new programs are funded <br />without an identifiable funding source. <br /> <br /> Ms. Hamilton said she would like to see it more of a merit and reward system. <br /> <br /> Dr. Brown said Mr. Schilling’s point is taken. <br /> <br /> Dr. Brown said he would like to talk about funding for Children, Youth and <br />Family Services (CYFS). <br /> <br /> Mr. Caravati said he would like to talk about the Health Department and JABA’s <br />Mountainside. <br /> <br /> Mr. Schilling said he would like to talk about MACAA. <br /> <br /> Mr. Caravati asked about whether the City funding matches the County funding <br />and what is the amount of State funding. <br /> <br /> Mr. Schilling asked why provide $40,000 to MACAA’s Parents in Education <br />program as it was rated poor. He said we could find a better use for the money. <br /> <br /> Mr. Lynch said he thinks Mr. Schilling has a valid point. <br /> <br /> Ms. Hamilton said she thinks there is a need for a parents program that works, but <br />she is willing to take a look at it. <br /> <br /> Dr. Brown asked that Council be provided more information and discuss it <br />further. <br /> Responding to a question from Mr. Lynch, Ms. Gretchen Ellis, Acting Director of <br />the Commission on Children and Families, said that the review team looked at the <br />difficulty to serve when considering the measurement outcomes and also looked at <br />whether the outcomes were reasonable to expect. <br /> <br /> Dr. Brown asked about funding for CYFS, and Ms. Beauregard said that due to a <br />typographical error on CYFS’s part, their request was low. She said staff propose to <br />bring the amount up by $7,500. <br /> <br /> Mr. Schilling said that in the agency funding booklet, some agencies clearly show <br />their overall budget increases, but others do not. He noted that Computers 4 Kids shows <br />a budget increase of 3.1%, but the City’s funding increased 6%. He said agencies are <br />becoming more dependent on City funding as a percentage of their budget. <br /> <br />
