Absent: Ms. Hamilton <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Dr. <br />Brown, Mr. Caravati, Mr. Schilling. Noes: Absent for the vote: Mr. Lynch. Absent: <br />Ms. Hamilton. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council certified by the <br />following vote (Ayes: Dr. Brown, Mr. Caravati, Mr. Lynch, Mr. Schilling. Noes: None. <br />Absent: Ms. Hamilton) that to the best of each Council Member's knowledge, only public <br />business matters lawfully exempted from the open meeting requirements of the Virginia <br />Freedom of Information Act and identified in the motion convening the closed session <br />were heard, discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – April 17, 2006 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Lynch said he will bring up a resolution regarding expanding affordable <br />housing opportunities with the General Assembly by allowing different classes of taxes <br />during other business. He said he will also bring up the request to waive fees for the <br />Earth Day festival. <br /> <br />AWARDS/RECOGNITIONS <br />: CRIME VICTIMS RIGHTS PROCLAMATION <br /> <br /> Dr. Brown presented the Crime Victims Rights proclamation. <br /> <br />PUBLIC <br /> <br /> Mr. Bill Emory, 1604 E. Market Street, said that his neighborhood continues to <br />have problems with cut-through traffic on Franklin Street and sewage smells, and said <br />that site plans that called for tree boundaries and dark skies light fixtures were not <br />complied with. He also asked that the cemetery property be downzoned as soon as <br />possible and that the compost bin be enclosed. <br /> <br /> Mr. Harry Smith, 2030 Spottswood Road, said that the Planning Commission <br />made a decision at what he feels was an improperly advertised meeting regarding <br />Archie’s Yogurt, and the neighborhood was not able to participate in the discussion. He <br />asked that Council put the decision aside and send it back to Neighborhood Development <br />Services and the Planning Commission to reconsider with proper notice. He said the <br />neighborhood is concerned about noise, light pollution, and trashing of Meadowcreek <br />Road. He said a barrier wall is also wanted. <br /> <br /> Ms. Julie Jones, 740 Lexington Avenue, Chair of the Outreach Committee of <br />AHIP, said that she and AHIP staff are available for questions in response to comments <br /> <br />
