<br />COUNCIL CHAMBER – January 5, 2009 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Norris, Mr. Taliaferro. Absent: Mr. Huja. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Norris said that City Hall will be closed January 16 and 19. He said recycling <br />th <br />of Christmas trees will begin January 12. He said a zoning map using new software is <br />available on the City’s website. <br /> <br /> Dr. Brown said that an event honoring Martin Luther King, Jr. will be held on <br />th <br />January 18. <br /> <br />AWARDS/RECOGNITIONS <br />: SAVVY AWARD <br /> <br /> Mr. Norris said the Department of Communications has received the Award of <br />Excellence from 3CMA for Channel 10 and the City’s website for emergency <br />preparation. <br /> <br />PUBLIC <br /> <br /> Ms. Mary Miller, representing Very Special Arts, said she is very appreciative of <br />th <br />the City’s support. She said a VSA art show will be held on January 9, and presented <br />VSA calendars and poetry books to Councilors. <br /> <br /> Ms. Kathy Owens, Carlton Road, thanked Council for its support for Very Special <br />Arts. She said she has writings in the poetry book <br /> <br /> Mr. Forrest Marshall, Albemarle County, said he would like to find a way to <br />thank outgoing Senator John Warner for all he has done for the Charlottesville <br />community, and asked Council to consider naming the Meadowcreek Parkway in his <br />honor. <br /> <br /> Ms. Meredith Richards, 1621 Trailridge Road, asked Council to write a letter of <br />support for two inter-city rail demonstration projects, a proposed partnership between the <br />State and Amtrak. She said the Commonwealth Transportation Board will be considering <br />th <br />the proposal on January 15. She said the funds available will not compete with any other <br />road or transportation funding. <br /> <br /> Mr. Norris said Council will discuss the matter during other business. <br /> <br /> Mr. Downing Smith, 810 Locust Avenue, said that as he reads it, the City can take <br />back the Ragged Mountain reservoir in 2012. He said the City does not have water <br />problems. He said the City should continue to receive revenue sharing funds from <br />Albemarle County. He said the numbers for the proposed stimulus package should be <br />shared with the public. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, President of North Downtown Residents <br />Association, said the front of the Juvenile and Domestic Relations Court is not what the <br />committee chose. She said downtown churches and the synagogue were promised that <br />public parking would be available in the parking deck when the courts are not in session. <br />She said that commitment should be honored. <br /> <br /> Dr. Liz Palmer, Albemarle County, said she wants to clear up misinformation <br />circulating in the community about the proposed pipeline. She said there should not be a <br />problem with easements. She said the current system is not sustainable. She noted that <br />there will be a cost allocation agreement between the City and County. <br /> <br /> Ms. Dede Smith, 2652 Jefferson Park Circle, thanked Council for carrying the <br />torch for water conservation. <br /> <br /> <br />
