<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, June 15, 2009 AT 5:30 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – June 15, 2009 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Absent: Ms. Edwards. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Huja, Council voted (Ayes: Dr. <br />Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. Absent: Ms. Edwards) to <br />meet in closed session for discussion and consideration of prospective candidates for <br />appointment to City boards and commissions, and for the performance evaluation of the <br />City Manager, as authorized by Section 2-2-3711(A)(1) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Taliaferro, Council certified by the <br />following vote (Ayes: Dr. Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br />Absent: Ms. Edwards) that to the best of each Council Member's knowledge, only public <br />business matters lawfully exempted from the open meeting requirements of the Virginia <br />Freedom of Information Act and identified in the motion convening the closed session <br />were heard, discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – June 15, 2009 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Absent: Ms. Edwards. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Norris announced an Alliance of Neighborhoods meeting on Tuesday to <br />th <br />discuss neighborhood traffic, said that June 20 is the grand opening of Onesty Pool, the <br />Cooling Assistance Program is taking applications, and the Municipal Band will present a <br />nd <br />free concert on July 2. He said he would like to discuss a letter regarding energy <br />legislation during other business. <br /> <br />PUBLIC <br /> <br /> Ms. Judy Marie Johnson, 1702 E. Market Street, objected to excluding businesses <br />from the petition from the Woolen Mills neighborhood and not being allowed to make <br />comments at the meeting. She expressed concern about the process and suggested <br />solution. She said the volume of traffic is the problem. She said there should be speed <br />humps and bike lanes and Franklin Street should be made one-way. <br /> <br /> Ms. Betty Mooney, 201 Sunset Avenue, said a rally was just held on the mall by <br />Citizens for a Sustainable Water Supply. She said that Rivanna Water and Sewer <br />Authority has said that the expert dam panel found substantial savings, but her group has <br />only found .1% in savings. She said no more money should be spent on the dam project <br />until the dredging study is complete and we receive more information about the pipeline. <br /> <br /> Ms Dede Smith, 2652 Jefferson Park Circle, said it is disturbing that the statement <br />about water demand going down was struck from the report. She said we should revisit <br />how much water we are actually using, and no more money should be spent on the dam <br />until we have more information. <br /> <br /> <br />
