2 <br /> Mr. Paul Long, 1410 Grady Avenue, said that illicit drug use is causing terrible <br />problems in our community. He said drug addition should be decriminalized and <br />outpatient counseling should be provided. <br /> <br /> Ms. Colette Hall, 104 Robertson Lane, President of the North Downtown <br />Residents Association, said that some conclusions in the staff report about the Meadow <br />Creek Parkway are questionable and may be misleading. <br /> <br /> Mr. Bob Fenwick, 901 E. Jefferson Street, supported the dredging option. He said <br />we need to get silt out from behind the dam. He advocated a five-year pilot to dredge <br />behind the Rivanna Reservoir, before making a final decision. <br /> <br /> Mr. John Pappas, 600 Brandon Avenue, said he had an idea about how to brighten <br />th <br />up the 14 Street intersection and to show ways that the City and U. Va. can interact, but <br />the Board of Architectural Review denied the proposal for a stained glass mosaic. He <br />asked Council to introduce common sense into the process. <br /> <br /> Mr. Stratton Salidas, 704 Graves Street, said that both the dam and Meadow <br />Creek Parkway support sprawl. He said the statement that the City would have to repay <br />VDOT is not true, and the City could still opt for the no build alternative. He said the <br />City should admit that the interchange and road are one project. He said false <br />information has been presented about the interchange. <br /> <br /> Mr. Downing Smith, 810 Locust Avenue, said that if we build the dam we will <br />have to drain the reservoir first, and we will be in trouble if we are in a drought. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, said he understands that the City Attorney <br />will be addressing whether there has been illegal segmentation of parts of the Meadow <br />Creek Parkway. He said Council should look at both the negatives and positives of the <br />options. He said the map does not include the grade separated intersection. He said <br />Council should ask for a cost benefit analysis. <br /> <br /> Ms. Linda McNeil, 5742 St. George Avenue, Crozet, said that the City’s noise <br />ordinance effectively disallows drumming on the mall. He said drumming is uplifting <br />and brings diverse people together. She read two letters supporting drumming. <br /> <br /> Ms. Diane Bracata, 2738 Rio Hill Road, read a letter in support of drumming, and <br />asked that an exception be made for drumming. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> <br />Mr. Huja said he thinks we should accommodate drumming in some way, perhaps <br />at certain times. <br /> <br /> Dr. Brown said he enjoys drumming, but it needs to be made clear that the City is <br />not outlawing or banning drumming. He said Council passed a noise ordinance due to <br />complaints from citizens and restaurants. He said perhaps a place could be found that <br />could make it work. <br /> <br /> Mr. Taliaferro agreed with Mr. Huja and Dr. Brown, he said he feels we can find <br />a solution. <br /> <br /> Mr. Norris agreed with comments made. He said we will work on a solution. He <br />asked for a response from staff about Ms. Johnson’s comments. He agreed with Ms. <br />Mooney that we need to proceed with the dredging study, and will not authorize work on <br />the dam until the study is done. He said we need information on all options. He said he <br />would like to see work on assessing the 2003 study on the existing dam. He said it is <br />important that the public understands the City Attorney’s view on the segmentation of <br />Meadow Creek Parkway at some point. He asked for more information on the corner <br />mural project. <br /> <br /> Mr. Huja said this is the first he has hear of the mural project. <br /> <br />
