O~INANCE: "AN ORDINANCE AMENDING AND REENACTING <br /> THE DISTRiCT MAP INCORPORATED IN SECTION 34-15 OF THE <br /> ZONING ORDINANCE OF THE CODE OF THE CITY OF <br /> CHARLOTTESVILLE, 1990, AS AMENDED, BY THE REZONING OF <br /> CERTAIN PROPERTY LOCATED AT 1002 EAST JEFFERSON STREET" <br /> (2nd reading) <br /> <br />RESOLUTION: APPROVING TRANSIT GRANT APPLICATION <br /> <br /> Ms. Helen Poore, Transit Manager, explained that possible sites for a bus transfer <br />station have been studied and the site on Water Street is recommended for possible <br />mixed-use development. Ms. Poore stated that funds may now be available for a $4 million <br />total estimated project cost, $3.2 million in federal funding, $600,000 from the state, and <br />$200,000 from the City. Ms. Poore requested only approval of the grant application and of <br />the concept of the project, stressing that no site or actual project approval is being requested. <br />Ms. Poore also noted that the request could be drawn at a later date before application for <br />the federal grant. <br /> <br />Mr. Vandever arrived at the meeting. <br /> <br /> Ms. Slaughter stated that she understands that the tentative proposal would be to <br />construct a covered facility for use by buses, JAUNT, and taxicabs, to include bicycle racks, <br />buik to support private development on top of the transfer station. <br /> <br /> Responding to a question from Ms. Daugherty, Ms. Poore stated that the top of the <br />facility could be used for the City Market. <br /> <br /> Mr. Toscano stated that if the resolution is approved, Council will need to think about <br />the process to involve the private sector in the development of the facility. <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, the resolution approving the <br />transit grant application was unanimously approved by Council, with Rev. Edwards absent <br />for the vote. <br /> <br /> BE IT RESOLVED by the City Council of Charlottesville that the Transit Manager is <br />authorized, for and on behalf of the City of Charlottesville, hereafter refbrred to as THE <br />PUBLIC BODY, to execute and file an application to the Virginia Department of Rail and <br />Public Transportation, Commonwealth of Virginia, hereafter referred to as THE <br />DEPARTMENT, for a grant of financial assistance in the amount of $901,308.00 to defray <br />the costs borne by THE PUBLIC BODY for Administrative and Fuel, Tires and Maintenance <br />expenses and Capital expenses and to accept from THE DEPARTMENT grants in such <br />amounts as may be awarded, and to authorize the TRANSIT 1MANAGER to furnish to THE <br />DEPARTIvlENT such documents as may be required for processing the grant request. <br /> <br /> The City Council of Charlottesville certifies that the funds shall be used in accordance <br />with the requirements of Section 58.1-2425E of the Code of Virginia, that THE PUBLIC <br />BODY will provide funds in the amount of $650,385.00 which will be used to match state <br />funds in the ratio as required in such Act, that the records of receipts of expenditures of funds <br />granted THE PUBLIC BODY may be subject to audit by THE DEPARTMENT and by t he <br />State Auditor of Public Accounts, and that funds granted to THE PUBLIC BODY for <br />defraying the expenses of THE PUBLIC BODY shall be used only for such purposes as <br />authorized in the Code of Virginia. <br /> <br />RESOLUTION: CHANGING STREET NAMES (SOUTH ROCKLAND STREET TO <br />ROSA TERRACE AND LEE COURT TO LATROBE COURT) <br /> <br /> Mr. Hendrix stated that owners of the properties on South Rockland Street and Lee <br />Court are rehabilitating the properties and intend to convert them into owner-occupied units <br />and are requesting the name changes in order to give the streets a new image. <br /> <br /> <br />
