Toscano announced that Adelphia Cable will televise the joint Planning Commission and Council public heating regarding vehicular crossing of the mall on August 9th. Mr. Toscano thanked Adetphia Cable for its cooperation. On motion by Ms. Slaughter, seconded by Rev. Edwards, Council unanimously voted to meet in executive session for the purpose of discussing a personnel matter and appointing members to various City boards or agencies, and the purpose of considering the acquisition or use of real property for public purpose, or the disposition of publicly held property, more specifically described as property on East High Street, as provided by Section 2.1-344(a)(1) and (3) of the Virginia Code. Council reconvened in open session and, on motion by Rev. Edwards, seconded by Ms. Daugherty, certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. CITY MANAGER BRIEFING Ms. Linda Peacock, Budget Administrator, stated that the Charlottesville Redevelopment and Housing Authority voted to move ahead with construction of the housing on Ridge Street, with the density reduced to two units, the addition ora metal roof and snow guards, and intention to explore 5-H ownership rather than rental as public housing. Ms. Peacock stated that the additional cost for the modifications, approximately $99,000, could be paid for out of the sate of CRHA-owned property, housing initiatives funds, or Community Development Block Grant funds. Mr. Toscano noted that CRHA reserve funds might also be a source of revenue for the modifications.
