29 <br /> <br /> Mr. Tom McCrystat remarked on R. Sargent Shriver's receipt of the Medal of Freedom <br />and asked that as Council makes decisions they should embrace the ideal that "actions by <br />individuals make a difference, that government should Care about the effects of its decisions, <br />and that there is no better counsel than the people." <br /> <br /> Mr. Thomas Bailey, a local musician who performs on the downto,am mall, stated that <br />he was assaulted Saturday night by six white Belmont youths and urged Council to provide <br />activities for young people. <br /> <br /> Mr. Baughan Roemer, a downtown resident, stated that he is not satisfied with staffs <br />response to his previous request that a task force be formed to discuss safety issues <br />downtown, noting that if Council wants to make downtown an economic showplace then it <br />needs to make the area safe. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Slaughter noted that the Comprehensive Services Act includes funds for a family <br />prevention program which could be used to address problems of hungry children discussed by <br />Mr. Harris. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, the following consent <br />agenda kerns were unanimously approved by Council: <br /> <br />a. APPROPRLS~TION: $263,531 - Comprehensive Services Trust Fund <br /> (carried over) <br /> <br />b. APPROPRIATION: $132,039 - Intensified Drug Enforcement Assistance <br /> Program (carried over) <br /> <br />c. APPROPRIATION: $5,709 - Therapeutic Recreation Program (Albemarle <br /> County reimbursement) (carried over) <br /> <br />d. RESOLUTION: Amending City Manager's Employment Contract <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />Employment Agreement between the City Council and the City Manager, dated July 1, 1993 <br />(the "Contract"), approved by Council resolution on or about October 11, 1993, is hereby <br />amended effective with the fiscal year beginning July 1, 1994 ("the Current Fiscal Year") as <br />set forth more fully below: <br /> <br /> A. Salary - Section 6A. of said Contract related to Salary is amended so that the City <br />Manager's base salary shall be increased by 3% effective at the beginning of the Current <br />FisCal Year. <br /> <br /> B. Retirement - Section 13 of said Contract entitled "Retirement Benefits" is hereby <br />amended to read in its entirety as follows: <br /> <br />SECTION 13. RETIREMENT BENEFITS <br /> <br />Effective July 1, 1994, the City shall cease making a contribution on <br />behalf of Cole Hendrix, the City Manager ("Manager") to the ICMA- <br />RC retirement plan. Any further contribution to the ICMA-RC shall <br />be in the sole responsibility of Manager. In lieu of such contribution <br />on the City's part, effective July 1, 1994, Manager shall become an <br />active participant in the City's Supplemental Retirement or Pension <br />Plan ("the City Retirement Plan" or "Plan"). As of that date he shall <br />start with 15 years of creditable service in the City Retirement Plan <br />and will begin accruing additional years of employment with the City. <br />As such, the Manager's defined benefits under the Plan shall be the <br /> <br /> <br />
