80 <br /> <br />COUNCIL CHAMBER - November 7, 1994 <br /> <br /> Council met in regular session on this date with the following members present: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br /> Ms. Collette Hall expressed concern about Fire Department employees interfering with <br />the traffic flow on Water Street when parking fire vehicles while using an athletic club on <br />duty. Ms. Hall asked Council to clarify the parking issue and the issue regarding allowing <br />firefighters to use an athletic club during working hours. <br /> <br /> Mr. Hendrix stated that the parking issue has been resolved and that because the <br />physical fitness program is mandatory in the Fire Department, employees either have to be <br />allowed to exercise while on duty, or overtime must be paid to them. <br /> <br /> Mr. Don Sours, St. Anne's Road and a former member of the Planning Commission and <br />joint transportation committee, asked Council to revisit the issue of grade separated <br />interchanges on Route 29 North in light of new information available. Mr. Sours stated that <br />he does not think the interchanges are in the best interest of the City, and questioned whether <br />they will help the flow of traffic or help the image of the City. Mr. Sours stated that he <br />thinks construction of a western bypass is the most logical solution. <br /> <br /> Mr. Jerry Polici, representing K-Mart on Hydraulic Road, stated that he thought grade <br />separated interchanges on Route 29 North could have a great negative impact on his and <br />other businesses in the area by restricting access <br /> <br /> Mr. Ken Clarry, Chair of the North Charlottesville Business Council, stated that the <br />Business Council is concerned about the impact of the proposed ~ade separated interchanges <br />and hoped that Council will revisit the issue since better information is now available. <br /> <br /> Mr. Vandever stated that if Mr. Clarry's statement in a letter that the traffic counts used <br />by VDOT did not incorporate access from Hydraulic Road to the Bypass is true, it undercuts <br />the assumptions Council made in supporting the grade separated interchanges. <br /> <br /> Mr. Toscano stated that Council will ask the Department of Transportation for an <br />extension of the comment period in order to gather and discuss new' information on the issue. <br /> <br /> Mr. Charles McGuinness, a vendor on the downtown mall, asked when Council plans <br />to reconsider the skateboarding on the downtown mall issue. <br /> <br /> Mr. Toscano stated that he continues to hear complaints about the skateboarders on the <br />downtown mall and it is possible the issue will be revisited by Council. <br /> <br /> Mr. Reid Oschlin, 1804 Chesapeake Street, asked if Council is continuing to consider <br />the sale or trade of the High Street parking lot. <br /> <br />Mr. Toscano stated that Council is still considering the matter. <br /> <br />CONSENT AGENDA <br /> <br /> The resolution regarding the Virginia Museum of Natural History was removed from <br />the agenda. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, the following consent agenda <br />items were unanimously approved, with Rev. Edwards abstaining from approval of the <br />minutes of October 3 and 7/8, and Mr. Vandever abstaining from approval of the minutes of <br />October 19: <br /> <br />a.
