81 <br /> <br />APPROPRIATION: $2,910 - Virginia Commission for Arts Challenge <br />Grant (for Piedmont Council of the Arts and Virginia Discovery Museum) <br />(carried over) <br /> <br />c. RESOLUTION: Transfer of Funds - Treasurer's Office <br /> <br /> BE IT RESOLVED that the Council for the City of Charlottesville, Virginia supports <br />the City- Treasurer's request to the Commonwealth of Virginia Compensation Board for <br />authorization to transfer $4,250.00 from the Temporary Personnel account to the Office <br />Supplies account in the Treasurer's Office budget. <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND REORDADClNG <br />SECTIONS 25-58 AND 25-61 OF ARTICLE IH OF CHAPTER 25, AND <br />SECTIONS 30-98, 30-99 AND 30-101 OF ARTICLE IV, CHAPTER 30, OF <br />THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATED <br />TO THE REAL ESTATE AND RENTAL TAX RELIEF PROGRAMS" <br />(carried over) <br /> <br />PRESENTATION: DOWNTOWN MALL COMMITTEE <br /> <br /> Mr. Satyendra Huja, Director of Community Development, explained that members of <br />the Downtown Mall Committee talked with vendors and downtown merchants about the <br />recommendations and research was done by Community Development staff. <br /> <br /> Mr. Baughan Roemer, Downtown Mall Committee member, presented the following <br />recommendations of the Committee regarding vendors: increase the vending fee from $50.00 <br />to $250.00 per year to ensure good quality of vendors and reduce the cluttered look, with a <br />daily permit available for $25.00 and monthly permit for $150.000; require consistent design <br />of vending tables, preferably with a dark table skirt to the floor on all sides and limit size to 8 <br />feet by 8 feet, with the Board of Architectural Review involved in overall design criteria; <br />require vendors to be 50 feet away from existing store fronts and 5 feet away from other <br />vendors; require the vending permit to be posted at all times; and strictly enforce the vending <br />requirements through a ticketing process. <br /> Mr. Robby Knoll, Downtown Mall Committee member, presented the Committee's <br />recommendations regarding sidewalk cafes: charge a fee of $3.00 per square feet; continue <br />to have the Board of Architectural Review approve the design; reduce the permit to two <br />years; require restaurants to pay' the estimated cost of the utilities when CRy utilities are used; <br />and require fixtures within the cafes to be maintained by the restaurant. <br /> <br /> Mr. Stan Tatum, Downtown Mall Connnittee member, presented the Committee's <br />recommendations regarding kiosks: set a fee structure of $1,800.00 per year or $18.00 per <br />square feet; maximum 5 year lease, with options to renew; restrict size to 100 square feet; <br />and limit kiosks to one per block. Regarding newspaper boxes, the Committee's <br />recommendation was to regulate location and use the uniform dispensers in order to eliminate <br />clutter in the historic district and other designated areas. Mr. Tatum stated that the <br />Committee discussed the possibility of regulating musicians on the downtown mall but did <br />not see it as a problem at this time. <br /> <br /> Mr. Huja suggested that Council provide guidelines for a draft ordinance on the <br />recommendations. <br /> <br /> The recommendation to increase the vending fee was discussed and there was sentiment <br />for increasing the fee to $150,00 per year, with the amount pro-rated for shorter periods of <br />time. Mr. Toscano requested that notices of the proposed ordinance change be sent to all <br />vendors. <br /> <br /> Rev. Edwards stated that he would like to hear from small vendors about the fee <br />increase and stated that he did not think increasing the fee would always ensure quality. <br /> <br /> <br />
