Ed. wards announced that Ms. Dorothy Cotton will be the speaker at the Martin Luther King, Jr. worship service on Sunday, January 23rd and that details about the gun buy program will be released at that time. Rev. Edwards expressed concern that the economic development director position has not feel filled and felt that someone was needed to maintain existing businesses in the City. Ms. Daugherty stated that she felt it would be to the City's advantage to wait until the economic develop plan is developed since the nature of the position may change, noting that the report should be finalized in March. RESOLUTION: AUTHORIZING MAYOR TO SIGN TEEN CENTER LEASE Mr. Hendrix requested that Council authorize the Mayor to sign a two-year lease for the Teen Center building. On motion by Rev. Edwards, seconded by Ms. Slaughter, the resolution authorizing the Mayor to sign the Teen Center lease was unanimously approved. ..~~~ourned. BY ORDER OF THE MAYOR BY Jeanne Cox .(s, igned) SECOND FLOOR CONFERENCE ROOM - February 7, 1994 Council met in special session on this date with the following members present: Ms. Daugherty, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Absent: Rev. Edwards. On motion by Ms. Daugherty, seconded by Ms. Slaughter, Council voted to meet in executive session for the purpose of considering the acquisition or use of real property for public purpose, or the disposition of publicly held property, more specifically described as High Street parking lot and CSX property~ and for the purpose of consultation with legal counsel concerning matters pertaining to actual or probable litigation or other matters requiring legal advice, as authorized by Section 2.1-344(a)(3) and (7) of the Virginia Code. Council reconvened in open session and on motion by Ms. Daugherty, seconded by Mr. Toscano, Council unanimously certified that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council.
