190 <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that he is in <br />the process of drafting an ordinance regulating newspaper <br />racks because of complaints regarding their appearance and <br />number in the historic district and asked for Council's <br />guidance regarding policy questions about whether such racks <br />should be regulated only in the downtown historic district, <br />whether a limited number of preapproved locations for news <br />racks should be established, and whether there was support for <br />the City purchasing uniform holders for newspapers and other <br />publications. <br /> <br /> Having a permit system, making the racks uniform in color <br />and spreading the racks out over a larger area so they are <br />less concentrated were discussed as possible ways to alleviate <br />the complaints that have been received!and Councilors agreed <br />to take the matter into consideration and to look at racks <br />that have been purchased in the Corner area. <br /> <br />COUNCIL CALL-IN <br /> <br /> Council met from 7:30 p.m. to 8:30 p.m. to hear comments <br />from the public made via telephone and to respond to questions <br />about the upcoming budget. <br /> <br />COUNCIL CHAMBER - February 7, 1994 <br /> <br /> Council met in regular session on this date with the <br />following members present: Ms. Daugherty; Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever. APPROPRIATION: $107,563 - City Hall Renovation <br /> Project (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $107,563 is hereby <br />appropriated to expenditure account 26-181-121011 for <br />renovation costs in the Market Street wing of City Hall, said <br />sum to be reallocated from the following accounts: <br /> <br />26-181-091151 <br />26-181-122050 <br /> <br />Unexpended City funds from <br /> University Corner project <br />Capital Improvement Fund <br /> Contingency <br /> <br /> 69,000 <br /> <br /> 38,563 <br />$107',563 <br /> <br />RESOLUTION: HOUSING PROGRAMS <br /> <br /> Mr. Hendrix explained that the resolutions before Council <br />were programs that have been previously approved by Council <br />and the resolutions are required to be approved in this form <br />by all localities in the Planning District. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, the <br />following resolutions were approved by Council: 1) Fair <br />Housing Certification; 2) Residential Anti-Displacement and <br />Relocation Assistance Plan; and 3) Local Business and <br />Employment Plan. <br /> <br /> WHEREAS, the Thomas Jefferson Regional HOME Consortium <br />has been offered and intends to accept federal funds <br />authorized under the Cranston Gonzales National Affordable <br /> <br /> <br />
