210 <br /> <br />use of real property for public purpose, or the disposition of <br />publicly held property, more specifically described as: CSX <br />property, lot at 235 West Main Street, property adjacent to <br />Pen Park, and property located on Dice Street, and for the <br />purpose of consultation with legal counsel concerning matters <br />pertaining to actual or Probable litigation or other matters <br />requiring legal advice, as authorized by Section 2.1-344(a) <br />(1),(3) and (7) of the Virginia Code. <br /> <br /> Council reconvened in open session and on motion by <br />Ms. Daugherty, seconded by Ms. Slaughter, ~Council unanimously <br />certified that, to the best of each member's knowledge (i) <br />only public business matters lawfully exempted from open <br />meeting requirements by Virginia law were discussed in the <br />executive meeting to which this certification resolution <br />applies, and (ii) only such public business matters as were <br />identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />COUNCIL CHAMBER - March 21, 1994 <br /> <br /> Council met in regular session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br /> Ms~ Laura Light, representing the Living Education Center <br />of Ecology and the Arts, stated that the Center has presented <br />the City schools and Council with an alternative school <br />proposal and urged the schools and Council to include students <br />in planning such an alternative school. <br /> <br /> A student of Charlottesville High School expressed <br />support for the proposal presented by the Living Education <br />Center of Ecology and the Arts. <br /> <br /> Mr. Richard Dinzel of Crescent Halls, stated that he felt <br />the City had done a good job clearing the streets of snow <br />during the many storms but requested that steps be taken in <br />the future to avoid the buildup of snow at bus stops,~ <br />especially for people with disabilities. <br /> <br /> Ms. Patsy HoUchens of Midway Manor agreed with Mr. <br />DinzelJs comments about snow removal. <br /> <br /> Ms. Tracy Boyles, 321 Monticello Road, stated that she is <br />part of a group who plan to work with children and the arts <br />and asked the public for financial support as well as help in <br />providing space for this project. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Herman Key, Chair of the CDBG Task Force, presented <br />Councilors with t-shirts in honor of CDBG Week. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, the <br />following consent agenda items were unanimously approved by <br />Council: <br /> <br />a. Minutes of March 7 and 9 <br /> <br />b. APPROPRIATION: $76,258 - Project ADAPT (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sums of $63,998.00, to be <br />received from the Virginia Department of Social Services, and <br />~12,260.00, to be taken from account 12-161-06221 in the <br />Social Services Fund, for a total appropriation of $76,258.00, <br />is hereby appropriated to expenditure account 12-161-062240 to <br />implement the Virginia Department of Social Services <br />Application Benefit Automation System (Project ADAPT). <br /> <br /> <br />
