75 <br /> <br /> WHEREAS, it has been requested that Council waive <br />certain license tax and other requirements applicable to the <br />Dogwood Festival, for the duration of the Festival; and <br /> <br /> WHEREAS, City Council is willing to support this request <br />to the extent set forth below; now, therefore, <br /> <br /> BE IT RESOLVED that the following fees and requirements <br />are waived for the Dogwood Festival: <br /> <br /> 1. The carnival business license tax imposed by City <br />Code Section 14-55(2) ($550/day)~ <br /> <br /> 2. The tent erection fee imposed by City Code Section <br />5-57 ($10)~ <br /> <br />3. The zoning inspection. <br /> <br /> 4. Fees for inspection of amusement rides associated <br />with festival. <br /> <br /> BE IT FURTHER RESOLVED by the Council that the following <br />matters, to the extent applicable, are ~ot~ ~aived: <br /> <br /> 1. Peddler's license and fee imposed by City Code <br />Section 14-49(d) ($50). <br /> <br /> 2. Policing deposit for carnival imposed by City Code <br />Section 3-2 ($50/day). <br /> <br /> 3. Vendor regulations in accordance with City Code <br />Section 28-111, et ~eq., provided, however, that vendors <br />shall be allowed to operate until 11:00 p.m. for the duration <br />of the festival. <br /> <br /> 4. Liability insurance in the amount of at least <br />$1,000,000 with certificate of insurance naming City as an <br />additional insured. <br /> <br /> 5. Permit for fireworks display approved by Fire <br />Department. <br /> <br />6. Inspection of amusement rides. <br /> <br />REQUEST: PARAMOUNT THEATER & CULTURAL CENTER <br /> <br /> Mr. Paul Wood, President of the Paramount Theater and <br />Cultural Center, Inc., requested that Council give the funds <br />received from Ronnie Parham which have been designated for <br />historic preservation and renovation to the Paramount, a not <br />for profit organization, in order to help bring the theater <br />up to code so it can be used for fundraising activities for <br />complete renovation and operation. Mr. Wood stated that he <br />felt providing these funds would be a catalyst for <br />fundraising and noted that the private sector has already <br />donated $400,000 both in cash and in-kind services. Mr. Wood <br />noted that the Paramount is expected to be the "home" of the <br />Virginia Festival of American Films upon completion of its <br />renovation. <br /> <br /> Responding to questions from Ms. Slaughter, Mr. Wood <br />stated that it is estimated to cost $50,000 to bring the <br />building up to code and approximately $2 million to <br />completely renovate the building. Mr. Wood assured Council <br />that the $50,000 would be used solely for renovation of the <br />building. <br /> <br /> Ms. Waters stated that she felt the Paramount group's <br />success in raising funds was an example of strong citizen <br />accomplishment and she was interested in providing support <br />for the endeavor. Ms. Waters proposed that the City give <br />$30,000 to the Paramount, with an additional ~10,000 given on <br />the condition that it be matched dollar for dollar, and the <br /> <br /> <br />
