21 <br /> <br /> Mr. Dunbar stated that the scope of the study is still <br />being defined, but it is hoped that community needs will be <br />included, perhaps as a separate part of the study. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, explained that <br />the first phase of the space needs study is expected to look <br />at the structural condition of school buildings and the <br />second phase will look at possible future uses. <br /> <br /> Mr. Hendrix stated that both the Jefferson School and <br />present City Yard property on 4th Street may be too valuable <br />to continue their current use in the future. <br /> <br /> Mr. Pezzoli requested that Council provide the School <br />Board with their views about priorities for the future as <br />they begin to work with a new superintendent. Mr. Pezzoli <br />stated that the School Board had focused on the following <br />areas in their superintendent search: make the City schools <br />a model school system~ improve the educational performance of <br />underachieving students; and improve the management and <br />evaluation of in-school leadership. <br /> <br /> Ms. Linda Seaman, School Board member, stated that the <br />School Board is expecting to work closely with the new <br />superintendent on both physical and program planning. <br /> <br /> Mr. Rauzelle Smith~ School Board member, stated that the <br />School Board hopes to develop a comprehensive plan for <br />drop-out prevention. <br /> <br /> Ms. Seaman added that the schools hope to develop more <br />of a relationship with the business community, primarily the <br />University of Virginia. <br /> <br /> Mr. Towe stated that he was pleased that the new <br />superintendent feels that the Charlottesville-Albemarle <br />Technical Education Center is important. Mr. Towe stated <br />that he has not been satisfied that the Alternative Education <br />Program has been given the proper emphasis and location and <br />requested a full report on the program at the end of the <br />school year. <br /> <br /> Ms. Waters stated that she felt the schools have made <br />great strides in the area of the arts and in expanding other <br />programs and encouraged the continuation of the school's <br />present strengths. <br /> <br /> Mr. Hendrix stated that he felt it was important that <br />the City and school system continue to work together to save <br />money in the future. <br /> <br /> Responding to a question from Mr. Towe about the <br />discontinuation of the athletic study hall at Charlottesville <br />High School, Ms. Mary Reese, Assistant Superintendent of <br />Schools, stated that the program was discontinued because of <br />a lack of interest on the part of students. Ms. Reese stated <br />that the study skills ~curriculum had been transferred to all <br />academic teachers and counselors for athletes. Ms. Reese <br />added that it had been felt that the impact of the program <br />had been minimal, but noted that there was a great <br />possibility that the program would be offered if there was <br />sufficient interest <br /> <br /> Responding to a question from Rev. Edwards about the <br />supplemental salary for the Charlottesville High School <br />chorus director, Ms. Seaman stated that job descriptions are <br />being developed for all teachers involved in supplemental <br />activities and as a result of this process, teachers may be <br />put into different levels. <br /> <br />ThD me%tin~ was adjourned~ <br /> <br />Pr~den~ { Cl~k <br /> <br /> <br />
