254 Ms. Waters stated that there had been no collective decision on the part of the Planning Commission or Council to study utilities and expressed concern about devoting staff time to a study commissioned by one individual. Mr. Toscano stated that he thought it was positive that the University was willing to take the study on. Rev. Edwards stated that he would be interested in seeing what the study showed. Ms. Kay Slaughter, Council Member elect, questioned whether the City had a policy about undergrounding for new projects and Mr. Gary O'Connell, Deputy City Manager, replied that undergrounding has been required for new construction. Ms. Sue Lewis, Planning Commission member, stated that she felt the City should use the students at the University as resources more often. Mr. O'Connell stated that he and the City Attorney have been working with Virginia Power on the undergrounding issue. A discussion was held regarding how the Planning Commission develops its priorities and Mr. Sours explained that the Planning Commission attempts to follow the Comprehensive Plan and Council's agenda. The discussion included the recommendation that the Planning Commission develop its own agenda and then forward it to the Council for discussion at their annual retreat. The meeting was adjourned. Pre~_~ent COUNCIL CHAMBER - May 7, 1990 Council met in regular session on this date with the following members present: Mr. Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. MINUTES On motion by Mr. Vandever, seconded by Mr. Towe, the minutes of the April llth meeting were approved as presented, with Mr. Buck absent for the vote. On motion by Mr. Vandever, seconded by Mr. Towe, the minutes of the April 16th meeting were approved as presented, with Mr. Buck absent for the vote. PUBLIC Rev. David Smith spoke in favor of expansion of the Pen Park golf course, noting that the property had been purchased with the intention of building an 18 hole course and that substantial amounts of natural areas remained in other parks in the area. A large number of people in attendance stood in support of Rev. Smith's comments. Ms. Lindsay Eckford of 726 Exton Court, noted concern with the effect expansion of the golf course would have on the nature trail at Pen Park. Mr. Dave Nelson of 1504 Dairy Road, noted concern about the golf course expansion and requested that the City take these concerns into account during the design process. Ms. Leslie Batchelor, representing the Sierra Club, stated that she could not support the expansion of the golf course at the expense of the natural area at Pen Park and added that it was her belief that the property could not be built upon because it is a non-tidal wetland.
