Ms. Thomas <br />expressed disappointment that the volume-based user fee for <br />refuse collection was not instituted at the same time as the <br />citywide recycling program will begin. Ms. Thomas also urged <br />caution in the decision to contract out the collection of <br />recyclables to the private sector so as not to rule out <br />possible regional cooperation in the future. <br /> <br /> Mr. Gerhard Glomm of Westwood Circle, recommended that <br />the readability of the budget document be improved and that a <br />list be included of revenues and expenditures for each <br />department, the justification for major increases or <br />decreases be included, and transfers from one department to <br />another be better shown. <br /> <br /> Mr. J. R. Wood of 921 Charlton Avenue,"representing the <br />Rose Hill Neighborhood Association, expressed concerns about <br />the need for drainage improvements, sidewalks and <br />beautification in Rose Hill and asked what steps needed to be <br />taken to target Rose Hill for CDBG funding. <br /> <br /> Rev. Edwards suggested that a staff member attend a Rose <br />Hill Neighborhood Association meeting to explain how they <br />could become a CDBG target neighborhood. <br /> <br /> Dr. Charles Gleason of 1831 Yorktown Drive and a member <br />of the Children and Youth (CACY) Commission, supported <br />i~.fpnding for a half time planner position rather than an <br /> i~tern. <br /> <br /> Ms. Ellie Tucker, a member of the CACY Commission, also <br />supported funding for a half time planner. <br /> <br /> As there were no other speakers, the public hearing was <br />closed. <br /> <br />ORDINANCE: ANNUAL APPROPRIATION <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />ordinance entitled "A RESOLUTION ADOPTING THE BUDGET FOR THE <br />CITY OF CHARLOTTESVILLE FOR THE FISCAL YEAR BEGINNING JULY 1, <br />1991, AND ENDING JUNE 30, 1992 AND PROVIDING FOR THE ANNUAL <br />APPROPRIATION OF FUNDS FOR SUCH FISCAL YEAR" was offered and <br />carried over to the next meeting for consideration. <br /> <br />ORDINANCE: ANNUAL TAX LEVY <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />ordinance entitled "AN ORDINANCE TO ESTABLISH THE ANNUAL TAX <br />LEVY ON VARIOUS CLASSES OF PROPERTY FOR THE PAYMENT OF <br />INTEREST AND RETIREMENT OF THE CITY DEBT, FOR THE SUPPORT OF <br />THE CITY GOVERNMENT AND CITY SCHOOLS, AND FOR OTHER PUBLIC <br />PURPOSES" was offered and carried over to the next meeting <br />for consideration. <br /> <br />PUBLIC HEARING: <br /> <br />FY 91-92 <br /> <br />COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT - <br /> <br />The public hearing was opened. <br /> <br /> Mr. Francis Fife, Executive Director of the <br />Charlottesville Housing Foundation, encouraged Council to <br />approve $100~000 in CDBG funding for the Monticello Vista <br />project for the following reasons: 1) there are few <br />attractive warehouse buildings in residential areas; 2) the <br />proposed use will generate less traffic than commercial use; <br />and 3) rental prices are high throughout the City. Mr. Fife <br />noted that housing was listed as a high priority in the <br />City's Comprehensive Plan and Housing Strategy. Mr. Fife <br />stated that the Housing Foundation has met with the Belmont <br />Neighborhood Association to discuss the project and added <br /> <br /> <br />
