166 <br /> <br />request since she felt any increase in the fare would affect <br />the daily lives of handicapped and elderly persons. <br /> <br /> Mr. Nate Brown of 2 Arbor Crest Drive, representing the <br />JAUNT Board, stated that increasing JAUNT's fares by 25 cents <br />would hurt riders. <br /> <br /> Ms. Debbie Corbin of 511 South 1st Street, stated that <br />she preferred the 25 cent increase in JAUNT fares over the <br />$1.85 increase originally proposed~ <br /> <br /> Mr. Melvin Fensom of 100 Ridge Street, stated that <br />increasing JAUNT fares will be hard for people on fixed <br />incomes. <br /> <br /> Ms. Carol Pfeiffer, representing the Shelter for Help in <br />Emergencies, stated that it would be helpful if Council would <br />fully fund SHE's r~quest. <br /> <br /> Ms. Vivian Thompson supported the pay by the bag <br />proposal for trash collection as she felt it is more <br />equitable than a flat fee and would allow citizens to control <br />their cost. Ms. Thompson added that trash collection should <br />not be considered a social service. Ms. Thompson recommended <br />that the City better communicate to the citizens the fact <br />that there are additional costs associated with trash <br />disposal which did not previously exist. <br /> <br /> Mr. David Robinson of 1403 Hazel Street, speaking on <br />behalf of his foster son, Michael Eades who is handicapped, <br />stated that JAUNT provides Michael with independence and the <br />increased cost will have a greater impact on him since he <br />must have an attendant with him at all times and therefore <br />he must pay the fare for two people for each trip he takes. <br /> <br /> Mr. Joe Castorina of 500 South 1st Street, stated that <br />JAUNT is very efficient and does a good job and supported <br />keeping the current fares for JAUNT and recommended that <br />consideration be given to increasing the fares for the city <br />buses. <br /> <br /> Mr. Knight Aldrich of 905 Cottage Lane, and Chairman of <br />the Social Services Advisory Board, expressed his <br />appreciation for the work of the Social Services staff under <br />difficult circumstances and for Council's recognition of the <br />needs of Social Services. Mr. Aldrich stated that he hoped <br />that at the end of the recession additional personnel could <br />be added to handle the caseload and that preventive and <br />rehabilitative services could be added. <br /> <br /> Mr. Dick Barrick of 1802 Yorktown Drive, and President <br />of the Charlottesville Tennis Patrons Association, stated <br />that many people ~are distressed over the suggestion to <br />eliminate the funding to light the Pen Park tennis courts, <br />noting that the funding has been included in the capital <br />budget for five years. Mr. Barrick stated that there are no <br />other public courts which have adequate lighting in the City. <br /> <br /> Mr. Charles Moore of 303 Farm Lane, recommended that <br />tennis players be charged a fee which could then pay for the <br />lights, supported most of the statement made by Angela Glomm <br />on behalf of CART with the addition of using a chipper to <br />dispose of yard waste, and recommended that Council find new <br />and innovative ways to raise revenues other than property <br />taxes. <br /> <br /> Ms. Sally Thomas, representing the League of Women <br />Voters, supported additional funding for MACAA, CVCDA, and <br />CHIP; supported maintaining transit route #8 and no increase <br />in CTS or JAUNT fares; supported funding for the Children and <br />Youth Commission; supported funding for the Greenbelt Linear <br />Park and increased fees for parks and recreation if special <br /> <br /> <br />
