230 <br /> <br /> Mr. Gerhard Glomm of 110 Westwood Circle, stated that <br />overall he felt the regional solid waste plan was thoughtful, <br />provided incentives for recycling and spelled out benefits to <br />the jurisdictions. Mr. Glomm listed the following areas <br />where he disagreed with the plan: 1) hazardous waste~plan - <br />should tax at the manufacturer's level or State level; 2) did <br />not think prohibiting recycling materials in the landfill <br />after the deVelOpment of a materials recovery facility was <br />realistic; 3) did not agree with the disadvantages listed for <br />curbside collection of recyclables; and 4) did not think <br />cross hauling by private collection in service districts <br />would be efficient. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> Ms. Slaughter stated that she hoped surrounding counties <br />would make an effort to begin collecting hazardous waste <br />cooperatively and purchasing agents for local government <br />would work together to purchase recycling materials and agree <br />not to purchase certain materials, especially styrofoam. <br /> <br /> Mr. Toscano stressed ~the importance of providing <br />incentives and disincentives regarding recycling such as user <br />fees for generators of trash. <br /> <br /> Ms. Slaughter stated that it was important for Council <br />to give some response baCk to the Planning District <br />Commission regarding the draft plan. <br /> <br />REQUEST: <br /> <br />FULDA, GERMANY - SISTER CITY <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that the <br />Mayor of Fulda, Germany had suggested establishing a sister <br />city relationship with Charlottesville. <br /> <br /> Mr. Toscano stated that he would like to know more about <br />what the relationship would mean before moving ahead. <br /> <br /> Ms. Slaughter agreed that she would like to have the <br />relationshiP better defined and recommended that sister city <br />relationships be explored with other countries such as Kenya <br />as well. <br /> <br /> It was agreed that staff would contact officials from <br />Fulda to further explore the request and determine what they <br />hoped to get out of such a relationship. <br /> <br />APPROPRIATION: ~6,691 - ~1 FOR LIFE PROGRAM <br /> <br /> Mr. O'Connell explained that every year funds are set <br /> aside from the Division of Motor Vehicles and provided to <br /> localities and staff are recommending that the amount be <br /> divided between the Thomas Jefferson Emergency Management <br /> Services council and the Fire Department as has been done in <br /> recent years. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, the <br /> $6,691 appropriation of the $1 for Life Program funds was <br /> offered and carried over to the next meeting for <br /> consideration, <br /> <br />RESOLUTION: AUTHORIZING PERMIT PARKING FOR 500 BLOCK OF LEXINGTON <br />AVENUE <br /> <br /> Mr. O'Connell stated that a petition had been received <br />requesting that the 500 block of Lexington be designated for <br />permit parking and all the requirements ~had been met. <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that since the <br />initial survey of the eighteen households on the block, some <br />residents have changed their minds and two units may now be <br />vacant. Mr. Gouldman noted that the petition is only <br /> <br /> <br />
