231 <br /> <br />advisory in nature and surveys were conducted on three <br />separate days. <br /> <br /> Ms. Mary Flo Stevens of Lexington Avenue, stated that <br />she organized and supported the permit parking petition which <br />she pointed out was supported by more than 75% of the <br />households on the block. Ms. Stevens stated that <br />construction workers from Martha Jefferson Hospital park on <br />the street, leaving little parking available for residents <br />and also leave the area littered. <br /> <br /> Mr. Ed Travis of 724 Locust AvenUe, stated that he was <br />speaking for seven households on Lexington Avenue who oppose <br />permit parking for the following reasons~ it would not <br />guarantee a parking space in front of their houses; the 27 <br />parking spaces available are inadequate for the number of <br />households, with each one allowed two permits; and it <br />is important ~that parking be available when friends visit. <br /> <br /> Mr. Toscano questioned whether the people who signed <br />the petition opposing permit parking are able to find parking <br />spaces on the block and Mr. Travis stated that he thought <br />they had trouble finding a parking space but felt it was only <br />a temporary condition due to the construction at Martha <br />Jefferson Hospital. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Travis <br />stated that he thought people opposed permit Parking because <br />of the cost of the permit. <br /> <br /> Mr. Gouldman explained that households with no off <br />street parking are given two permits free of charge. <br /> <br /> Ms. Slaughter stated that she had received a call from a <br />woman who opposed permit parking and sympathized with the <br />constructions workers. Ms. Slaughter questioned whether the <br />permit parking could be done as a temporary measure only. <br /> <br /> Mr. Toscano expressed concern that people were confused <br />about the cost of permit parking and asked staff to contact <br />the people who had signed the petition opposing permit <br />parking to discuss the matter with them further. <br /> <br /> Ms. Slaughter stated that she was inclined to vote in <br />favor of permit parking and have staff contact the people <br />opposed to explain the matter further. Ms. Slaughter asked <br />whether there was parking available for the construction <br />workers on Martha Jefferson Hospital property. <br /> <br /> Mr. Ray Mishler, representing Martha Jefferson Hospital, <br />stated that other parking on site may be available and he <br />would look into that possibility. <br /> <br /> Mrs. Lawrence Short of 523 Lexington Avenue, stated that <br />people signed the petition opposing permit parking because <br />they would not be guaranteed a parking space in front of <br />their houses and because they did not want to pay for guest <br />permits. <br /> <br /> Mr. Fred Heblich of Lexington Avenue stated that copies <br />of the fact sheet concerning permit parking had been given to <br />all people with the original petition supporting permit <br />parking. Mr. Heblich stated that he felt some people who <br />opposed permit parking did not want to be seen as anti-Martha <br />Jefferson Hospital. Mr. Heblich noted that there may be some <br />effort in the future to restrict parking on the east side of <br />the 500 block of Lexington Avenue which would further reduce <br />the available parking. Mr. Heblich added that he understood <br />that elderly persons could purchase additional permits for <br />$1. <br /> <br /> Mr..Gouldman explained that permits could be purchased <br />for $1 by people who haVe been qualified as eligible for rent <br /> <br /> <br />
