232 <br /> <br />and real estate relief. <br /> <br /> Mr. Toscano stated that he felt his concern had been <br />adequately addressed and he no longer felt it necessary for <br />staff to contact the people who signed the petition opposed <br />to permit parking. <br /> <br /> Ms. Slaughter urged the neighbors not to park in front <br />of other peop!e~s property as a good neighbor policy and made <br />a motion to approve the resolution designating the 500 block <br />of Lexington Avenue as permit parking. Mr. Toscano seconded <br />the motion and the resolution was unanimously approved, with <br />Rev. Edwards and Ms. Waters absent. <br /> <br /> WHEREAS, certain residents of the 500 block of Lexington <br />Avenue between Taylor Street and Sycamore Street have <br />requested that City Council designate the 500 block of <br />Lexington Avenue as a restricted parking block; and <br /> <br /> WHEREAS, in accordance with the permit parking <br />regulations, the City Traffic Engineer has conducted the on <br />street parking surveys and mailed notice to all residents of <br />the affected area that Council will consider designating such <br />area as a restricted parking block; and <br /> <br /> WHEREAS, the surveys have shown that at least 75% of the <br />total number of on street parking spaces in the proposed <br />restricted parking block were occupied, and at least 50% of <br />the total number of on street parking spaces in that block <br />were occupied by commuter vehicles; and <br /> <br />WHEREAS, Council has considered: <br /> <br />(a) <br /> <br />the purpose and intent of the permit parking <br />ordinance and regulations; <br /> <br />(b) <br /> <br />the alternate means of transportation, if any, <br />to and from the restricted parking block being <br />established; <br /> <br />(c) <br /> <br />the adverse impact that restricting parking in <br />such block might have on nearby neighborhoods <br />that do not have permit parking; and <br /> <br />the adverse impact that such restrictions may <br />have on the non-residents of the proposed <br />restricted parking block and their ability to <br />find available parking near their place of <br />work; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that the 500 block of Lexington Avenue <br />between Taylor Street and Sycamore Street is hereby <br />designated a restricted parking block. <br /> <br />RESOLUTION: ACCEPTING STREETS INTO CITY SYSTEM FOR MAINTENANCE <br /> <br /> Mr. O'Connell stated that the following streets had been <br />built to City standards, inspected and approved by staff for <br />maintenance: Keystone Place, Lewis Street, Water Street and <br />10th Street, N.E. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />resolution accepting streets into the City system for <br />maintenance was unanimously approved, with Rev. Edwards and <br />Ms. Waters absent. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, on recommendation of the City <br />Engineer, that the following streets, which have been built <br />to City standards and specifications, are hereby accepted <br />into the City street system for maintenance. <br /> <br /> <br />
