Absent: Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />minutes of the meeting of February 10th were approved as <br />presented. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Barnes, the <br />minutes of the meeting of February 16th were approved as <br />presented. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />minutes of the meeting of February 23rd were approved as <br />presented. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />minutes ~of the meeting of March 7th were approved as <br />presented. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />PUBLIC HEARING: CITY MANAGER'S PROPOSED FY 88-89 BUDGET <br /> <br /> Mr. Hendrix gave an overview of the proposed FY 88-89 <br />budget. <br /> <br /> Ms. Kathy Philipek of 1908 Lewis Mountain Road <br />supported funding for the Thomas Jefferson Adult Day Care <br />Center. <br /> <br /> Mr. Drewary Brown of 1201 Rosser Avenue supported <br />funding for the Thomas Jefferson Adult Day Care Center. <br /> <br /> The following persons spoke in favor of an additional <br />day of meals and a new location for the Carver lunch <br />program: Ms. Mary Williams of 701 Anderson Street, Ms. <br />Josephine Maupin of 1237 Preston Avenue, Ms. Jessica <br />Henderson of 709 Rockland Avenue, Mr. Richard Johnson, and <br />Ms. Ethel Kennedy. <br /> <br /> Mr. Jim Boggs, president of the Charlottesville <br />Professional Firefighters Association, supported funding for <br />sixteen additional men in the Fire Department. <br /> <br /> Mr. Richard Jones, Vice-President of Management <br />Services Corporation, questioned the proposed utility rate <br />increases and noted concern with the rates as compared with <br />other localities, the increase for Rivanna Water and Sewer <br /> <br /> <br />
