Authority services, dual rates for interruptible customers, <br />low minimum rate, low rates charged the University of <br />Virginia, and variances in figures used from year to year. <br /> <br /> Mr. Hendrix replied that much of the increase is due to <br />new federal requirements in order to comply with the Clean <br />Water Act. Mr. Hendrix explained that the University of <br />Virginia is not given a special low rate, but noted that <br />they are not required to pay the bad debt charge. <br /> <br /> Council requested that staff meet with Mr. Jones to <br />discuss his concerns and that a report be provided to <br />Council on the questions raised. <br /> <br /> Mr. Bob Newman, Executive Director for the <br />Charlottesville Housing Improvement Program (CHIP), spoke in <br />support of full funding for CHIP's budget request which will <br />enable the hiring of one additional staff person. <br /> <br /> As there were no other speakers, the public hearing was <br />closed. Mr. Buck explained that a second public hearing on <br />the budget would be held on April 4th. <br /> <br />PUBLIC HEARING: COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM <br />ALLOCATIONS FOR FY 88-89 <br /> <br /> Mr. Hendrix reviewed the recommendations of the <br />Community Development Block Grant Task Force and Social <br />Development Commission. Physical projects would receive <br />$427,570, social programs would receive $57,530, and $53,900 <br />would go toward administration and planning. <br /> <br /> Ms. Cindy Stratton, Chairman of the CDBG Task Force, <br />stated that the Task Force had concentrated its efforts in <br />the area of housing, with the Cooperative Housing Program <br />being the only new program recommended. <br /> <br /> Mr. David Toscano, Chairman of the Social Development <br />Commission, stated that the Commission recommended funding <br />the following programs: Monticello Area Community Action <br />Agency (MACAA) Coordinated Education Program, Resource <br />Mothers Program (Health Department), Comprehensive Housing <br />Counseling Program (MACAA), and the AIDS Support Group. Mr. <br />Toscano noted that the AIDS Support Group was felt to be a <br />cost effective program and was the only new program <br />recommended for funding. <br /> <br /> Ms. Wynn Stewart of 2002 Stadium Road spoke in support <br />of funding for the AIDS Support Group. <br /> <br /> Mr. Edward Strickler spoke in support of funding for the <br />AIDS Support Group and stated that it was his understanding <br />that funding had originally not been recommended for this <br />program by staff because it was thought that it did not <br />serve low and moderate income persons, but it was later <br />shown to serve this population. <br /> <br /> Mr. Buck noted that staff has now recommended funding <br />the AIDS Support Group. <br /> <br /> Mr. Francis Fife, Vice-President of the Charlottesville <br />Housing Foundation, endorsed funding for the CooperatiVe <br />Housing Program. <br /> <br /> As there were no other speakers, the public hearing was <br />closed. <br /> <br /> Mrs. Gleason requested that Council be prOvided with <br />information on the cooperative housing program operated in <br />Arlington° <br /> <br />APPROPRIATION: $25,200 - JEFFERSON PARK AVENUE/LEE STREET <br />TRAFFIC SIGNAL <br /> <br /> <br />
