94~ <br /> <br />ORDINANCE: <br /> <br />PROPERTY <br /> <br />ANNUAL TAX LEVY ON REAL ESTATE AND TANGIBLE PERSONAL <br /> <br /> Mr. Buck stated that the ordinance provided for a four <br />cent decrease in the personal property tax rate and no <br />change in the real estate tax rate. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />ordinance entitled "AN ORDINANCE TO ESTABLISH THE ANNUAL TAX <br />LEVY ON VARIOUS CLASSES OF PROPERTY FOR THE PAYMENT OF <br />INTEREST AND RETIREMENT OF THE CITY DEBT, FOR THE SUPPORT OF <br />THE CITY GOVERNMENT AND CITY SCHOOLS, AND FOR OTHER PUBLIC <br />PURPOSES" was offered and carried over to the meeting of <br />April 12th. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Barnes, Mr. Alton Martin, Jr. and Mr. <br />Jackson Chambers were unanimously reappointed to serve four- <br />year terms and Mr. Robert Moorefield was unanimously <br />appointed to serve an unexpired term on the Industrial <br />Development Authority. Mr. Martin's and Mr. Chambers' <br />terms will expire on April 3, 1992 and Mr. Moorefield's term <br />will expire on April 3, 1989. <br /> <br /> On motion by Dr. Hall, Dr. Steven Stern and Ms. <br />Beverley Butler were unanimously appointed to three-year <br />terms and Ms. Pearl Spears Gray was unanimously appointed <br />as the University of Virginia representative to an unexpired <br />term on the Social Development Commission. Dr. Stern and <br />Ms. Butler's terms will expire on August 31, 1991 and Ms. <br />Gray's term will expire on August 31, 1989. <br /> <br /> On motion by Mrs. Gleason, Mr. Harvey Sorum was <br />unanimously appointed to fill an unexpired term on the <br />Building Code Board of Appeals. This term will expire on <br />December 15, 1990o <br /> <br />PRESENTATION: COMMUNITY ACTION COUNCIL - "PARENT PLEDGE" <br /> <br /> Ms. Diane Gilliam, representing the Community Action <br />Council, an organization which attempts to provide <br />alternative activities for teenagers and curb alcohol and <br />drug use, requested Council's endorsement of the "Parent <br />Pledge." The Pledge is circulated to the parents of middle <br />and high school students and states "I pledge that all <br />gatherings in my home for school age children will be <br />chaperoned and will be free of alcohol and other drugs." <br />Parents are requested to sign the Pledge and the names of <br />those signing will be published in a school publication and <br />kept on file at the schools. Ms. Gilliam recognized Ms. Ruth <br />Parson, coordinator of the Community Action Council and the <br />person responsible for organizing the "All Night Long," <br />after-prom dances. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />Council unanimously voted to endorse the Community Action <br />Council's "Parent Pledge." <br /> <br />PRESENTATION: UNIVERSITY OF VIRGINIA STUDENT COUNCIL "SHARING <br />CHARLOTTESVILLE WEEK" <br /> <br /> Ms. Cindy Wilbricht, Sharing Charlottesville <br />Coordinator, stated that events of April 4 - 9th are <br />intended to strengthen the interaction and communication <br />between the University of Virginia and the community. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Towe, Council <br />unanimously adopted the resolution endorsing "Sharing <br />Charlottesville Week." <br /> <br />STAFF REPORT: APPROVING CDBG PLAN FOR FY 88-89 <br /> <br /> <br />
