95 <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />listed the following recommendations for CDBG funds for FY <br />88-89: housing - $305,370; economic development - $65,000; <br />sidewalks and drainage improvements - $29,200; access and <br />safety - $10,000; relocation - $10,000; social programs - <br />$65,530 (Aids Support Group, $11,500; MACAA and <br />Public Schools Enhanced Education Opportunities Program, <br />$24,350; MACAA Housing Counseling, $20,000; Health <br />Department Resources Mothers Program, $9,680); <br />administration and planning - $53,900. Mr. Huja stated <br />that the recommendations must be approved by Council prior <br />to their submission to HUD. <br /> <br /> It was the consensus of Council that the Cooperative <br />HoUsing Program was subject to Council review and approval <br />prior to any expenditure of funds. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />Council unanimously approved the CDBG Plan for FY 88-89 as <br />presented. <br /> <br />APPROPRIATION: $25,200 - JEFFERSON PARK AVENUE/LEE STREET <br />TRAFFIC SIGNAL (2nd reading) <br /> <br /> The $25,200 appropriation for the Jefferson Park <br />Avenue/Lee Street Traffic Signal which was offered at the <br />March 21st meeting, was approved by the following vote. <br />Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. <br />Towe. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesvi!let Virginia that the sum of $23,940 from the <br />unappropriated balance of the Capital Improvements Fund, and <br />$1,260 from account 05-31510 of the Capital Improvements <br />Fund, is hereby appropriated to expenditure account 05-31070 <br />for the purchase and installation of traffic signal equipment <br />at the intersection of Jefferson Park Avenue and Lee Street. <br />This appropriation is conditioned upon the receipt of $23,940 <br />from the Virginia Department of Highways and Transportation, <br />which has agreed to pay 95% of the cost of such project. <br /> <br />APPROPRIATION: $52,000 - 5TH STREET, S.W./HARRIS ROAD TRAFFIC <br />SIGNAL (2nd reading) <br /> <br /> The $52,000 appropriation for the 5th iStreet, S.W./ <br />Harris Road Traffic Signal which was offered at the March <br />21st meeting, was approved by the following vote. Ayes: <br />Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. <br />Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of.$50,000 is hereby <br />appropriated from the unappropriated balance of the Capital <br />Improvements Fund to expenditure account 05-31030 for the <br />purchase and installation of traffic signal equipment at the <br />intersection of 5th Street, S.W. and Harris Road. This <br />appropriation is conditioned upon the receipt of $50,000 from <br />Anchor Associates, the developer of a lot at this <br />intersection, as they agreed to pay %50,000 toward the cost <br />of such project. The City's share of this project, $2,000, <br />has been appropriated as part of the capital improvements <br />budget. <br /> <br />RESOLUTION: GRANTING SPECIAL PERMIT TO ALLOW SUBDIVISION OF <br />423-425 NORTH FIRST STREET <br /> <br /> Mr. Hendrix stated that the special permit had been <br />sent back to the Planning Commission for their review <br />following the recommendation by the applicant that the <br />permit and deed include a restriction on any rebuilding <br />after a casualty loss to the extent which would be permitted <br />at present. <br /> <br /> <br />
