272 <br /> <br />COUNCIL CHAMBER - February 6, 1989 <br /> <br /> Council met in special session on this date with the <br />following~ members present: Mr. Buck, Rev. Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />minutes of the January llth meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />minutes of the January 17th meeting were unanimously approved <br />as presented. <br /> <br />PUBLIC <br /> <br /> Mr. Mike Iwanic of Center Avenue, representing the <br />Charlottesville-Albemarle Recycle Together (CART), a <br />coalition of home recyclers, requested that CART be <br />represented on the Waste Management Task Force to be <br />appointed by Council and the Board of Supervisors and <br />requested that Council commit to a 25% minimum threshold for <br />recycling. <br /> <br /> Ms. Waters stated that the Council was interested in <br />having various interests represented on the Task Force. <br /> <br /> Rev. William Johnson of 217 Old Lynchburg Road addressed <br />Council concerning Mr. Jim Hingeley, a member of the School <br />Board who withdrew two of his children from public school, in <br />October, Rev. Johnson stated that if Mr. Hingeley's <br />allegations concerning Walker Upper Elementary School are <br />true then they should be addressed, but if the allegations <br />are false then Mr. Hingeley should be removed from the School <br />Board. <br /> <br /> Ms. Waters stated that she did not anticipate Council <br />taking action on the matter. <br /> <br /> Rev. Edwards stated that he was confident that the <br />School Board and Superintendent of Schools had adequately <br />addressed the situation. <br /> <br /> Mr. Greg Hines requested that Council consider removing <br />the current restriction on video .game parlors on the downtown <br />mall. <br /> <br /> Ms. Waters requested that staff provide Council with <br />further information on the restriction on video game parlors. <br /> <br />PUBLIC HEARING: IMPOSITION OF WRIT TAX TO FUND PROPOSED LAW LIBRARY <br /> <br /> Mr. Hendrix stated that the BAR Association had <br />requested that a writ tax be imposed to fund a law library, <br />which would require an additional $4 assessment on all civil <br />suits filed. <br /> <br /> Mr. Buck stated that he would abstain from the matter <br />due to a conflict of interest. <br /> <br /> Mr. Dick Gibson, Chairman of the BAR Association Law <br />Library Committee, stated that it had been determined that a <br />law library was needed in the area, the Library Board was <br />interested in housing the law library in the downtown branch <br />of the library, local attorneys will contribute financially <br />to the proposed library, and Circuit Court Judge Pickford has <br />endorsed the project. Mr. Gibson added that the law library <br />could be moved to the Senior Center building if that space is <br />allowed to be used by the library. <br /> <br />Mr. Peter McIntosh, a member of the Jefferson-Madison <br /> <br /> <br />
