273 <br /> <br />Regional Library Board, stated that the law library is <br />proposedi, to be operated~b.y a joint~Library and BAR <br />Association Board and housed on the second floor of the <br />downtown tibrary.~ <br /> <br /> Ms. Donna Selle, Director of the Library, stated that <br />she felt the law library would be comPatible with the main <br />library. Ms. Selle stated that consideration may be given to <br />shifting library services for children and young adults to <br />the Gor~don Avenue branch library which would free up <br />additional space downtown. <br /> <br /> Ms. Waters stressed that the future use of the Senior <br />Center building is unknown at this time and noted~real~ <br />concerns with consolidating children's services into'one <br />library branch. <br /> <br /> Responding to a question from Ms. Waters, Ms. Selle <br />stated that she. did not feel the law library would be a <br />duplication of services offered by the University LaW Library <br />since the U.~Va. Library. does not offer_help for laypersons. <br /> <br /> Dr. Joseph Mooney of Sunset Avenue, questioned the <br />advisability of a joint, venture between the City and the <br />lawyer's professional organization and of relocating the <br />children's library. ~ <br /> <br /> Mr. Richard Spurzem stated that he is the landlord of <br />many low and moderate income renters in the City and believes <br />a misconception exists as to who will pay the writ tax, and <br />that the low/and moderate income~persons in the City will be <br />the ones to bear_the cost~ <br /> <br /> Ms. Kay Slaughter, a local attorney, stated that she was <br />concerned that the writ tax would be a burden on low income <br />persons. <br /> <br /> Mr. Richard Jones, Vice-President of Management Services <br />Corporation, opposed the writ tax which would be paid by <br />persons with financial problems in order to benefit a special <br />profession. - <br /> <br /> Mr. Ed Wayland, Executive Director of the Legal Aid <br />Society, stated that~while he favored the law library,- he <br />opposed the~writ tax to_fund it. <br /> <br /> Rev. Edwards stated that he would not favor a tax paid <br />by low income persons. <br /> <br /> Mr. ~ibson~stated'that~the General. Assembly has <br />determined~that,a law.library would_serve the public and <br />allows~the imposition of the writ tax to fund the library. <br /> <br /> Mr~ Towe_noted. that a larger number of General Assembly <br />members are attorneys.~ Mr~ Towe stated that he was concerned <br />with the poor.having to pay the tax and that most large laW <br />firms currently have libraries. <br /> <br />-The public hearing was closed. <br /> <br /> Mr. Vandever stated that he had serious concerns about <br />the writ tax being an unfair burden on persons of low incomes <br />and was not convinced of the benefit to the general public. <br />Mr. Vandever also noted concern about future availability of <br />space in the library. <br /> <br /> Ms. Waters stated that it was her sense that the public <br /> costs for the law library would not equal the public benefit. <br /> <br />APPOINTMENTS:-_BOARDS ANDCOMMIS$~ONS <br /> <br /> On motion by Mr. ~Towe, Dr. White Mck.
