Mr. Barefoot urged Council to approve the $300,000 recommended by the City <br />Manager to get the project underway. <br /> <br /> Mr. Ben Thacker-Gwaltney, coordinator of Public Housing Association of <br />Residents (PHAR) encouraged Council to support funding for the nursing clinics at <br />Westhaven and Crescent Halls. <br /> <br /> Mr. Mark Beliles, a member of the Historic Resources Task Force, supported <br />funding for Court Square which he feels will give the City's history more ora stage. Mr. <br />Beliles said he is also Director of Governor Jefferson's Thanksgiving Festival and asked <br />Council to provide festival funding in the budget. <br /> <br /> Ms. Kelly Eppley, Direct or the ADS Support Group, expressed appreciation for <br />the funding recommended in the budget. <br /> <br />The public heating was closed. <br /> <br />RESOLUTION: APPROVING CAF~ PERMIT FOR BIZOU RESTAURANT <br /> <br /> Mr. Ron Higgins, Acting Director of Community Development, noted that <br />approval of this permit was deferred from the last meeting. Mr. Higgins said that the <br />latest design for the caf~ shows the kiosk being removed. In addition, it is recommended <br />that one of the planters next to 2nd Street, N.W. be shifted to improve the visibility to <br />store fronts. <br /> <br />Ms. Daugherty said she would like to look at alternatives to the kiosks. <br /> <br />Ms. Richards said she agrees that the kiosks need to be replaced. <br /> <br /> Mr. Cox said he thinks it would help to eliminate both of the planters on the north <br />side of the mall at 2nd Street, N.W. and made a motion to approve the permit with the <br />caf~ edge moved to the southern side of the drainage line, which would eliminate the <br />double seat tables shown on the drawing. <br /> <br />Mr. Cox's motion died for lack of a second. <br /> <br /> The owner and manager of Bizou and adjacent business owners indicated that <br />they supported Mr. Cox's recommendation. <br /> <br /> Mr. Cox again made a motion to approve the caf~ permit, with the caf~ edge <br />moved to the southern side of the drainage swell and the two planters removed. Ms. <br />Daugherty seconded the motion and it was approved by the following vote. Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WItEREAS, Larry Emmons has applied to City Council for a permit to operate <br />an outdoor caf6 on the pedestrian mall at 119 West Main Street in connection with the <br />operation of his duly licensed restaurant (Bizou Restaurant); and <br /> <br /> WHEREAS, this Council finds that the proposed outdoor caf6 is in keeping with <br />the intent of the pedestrian mall, can add significantly to successful commerce in the <br />downtown area, will not unreasonably restrict the movement of pedestrian traffic and will <br />not endanger the public health, safety or welfare; now, therefore, <br /> <br /> BE IT RESOLVED that Larry Emmons is hereby granted a permit to operate an <br />outdoor caf6 on the pedestrian mall at 119 West Main Street subject to the following <br />conditions and terms: <br /> <br /> 1. The permit shall be valid from its adoption (or effective date if different from <br />the date of adoption) until November 30, 2001, for operation of the caf~ during the <br />months of March through November.
