126 <br /> <br />ORDINANCE: REZONING THREE LOTS ON GROVE AND KING STREES FROM <br />R-lA TO TRANSITION ZONE <br /> <br /> Mr. Tolbert said that the lots fronting on the 9t~/10th Street are very narrow, and <br />the rezoning is being requested in order to join the lots into one development to allow a <br />project as envisioned by the transition zone. Mr. Tolbert said the Planning Commission <br />recommended that the property be rezoned for the following reasons: 1) It is more in <br />keeping with the intent of the transition zone guiding principles for development if <br />developed in conjunction with the adjacent property om to 9a~/10th Street; and 2) It will <br />not adversely affect the adjacent neighborhood if developed in accordance with <br />Transition Zone guiding principles as a single property unit. Mr. Tolbert said that the Mr. <br />Hewitt, the proposed developer, went to one Fifeville Neighborhood Association <br />meeting, but it was not well attended and the Association asked him to come back to a <br />meeting in September. Mr. Tolbert said that staff can set up a meeting with the <br />neighborhood next week if Council wants. <br /> <br /> Ms. Richards said she supports Mr. Hewitt meeting with the neighborhood before <br />the second reading of the ordinance. Ms. Richards said involving the neighborhood is a <br />basic premise of the transition zone. <br /> <br /> Mr. Cox agreed with Ms. Richards, and said that was the intention of the Planning <br />Commission and the transition zone working group. Mr. Cox said the boundaries for the <br />transition zone were not created thinking of what are developable parcels. Mr; Cox said <br />he thinks what Mr. Hewitt is trying to do will meet with favor with the neighborhood, and <br />said he would like to make the second reading of the rezoning contingent on the meeting <br />occurring with the neighborhood. <br /> <br /> Mr. Lynch said he would support delaying the second reading if a meeting is not <br />able to be held next week as he feels it is important to get the backing of neighborhood. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Toscano, the ordinance entitled <br />"AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP <br />INCORPORATED IN SECTION 34-15 OF THE ZONING ORDINANCE OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, BY THE <br />REZONIGN OF THREE LOTS LOCATED AT 916 GROVE STREET AND 911 KING <br />STREET" was offered and carried over to the next meeting. <br /> <br /> Mr. Cox said that the transition zone is not intended to extend commercial <br />properties into residential zones, but instead anchors the residential area by incorporating <br />residential into what was formerly exclusively a commercial corridor. <br /> <br /> Mr., Toscano said that the transition zone also increases neighborhood <br />empowerment and gives them more control over what is built within that zone. <br /> <br />CONSENT AGENDA <br /> <br /> The appropriation for Piedmont Housing Alliance and resolution approving a <br />replacement tower at the Rescue Squad were removed from the regular agenda and added <br />to the consent agenda. <br /> <br /> Ms. Richards noted that Piedmont Housing Alliance has received public support <br />of its project in the 10thStreet/Page Street area. <br /> <br /> Mr. Caravati said the project on 10th and Page is one of the more important <br />projects that the City will do. <br /> <br /> Mr. Cox noted that in the process of thinking about big projects in the 10th and <br />Page Street area, new projects in that neighborhood have emerged. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the following consent <br />agenda items were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> <br />
