Toscano. Noes: None. Absent for the vote: Mr. <br />Lynch) to go into closed session for the purpose of appointing members to various City <br />boards or agencies, and for the purpose of discussion of three matters related to <br />assignment, appointment, promotion, performance, demotion, salaries, disciplining or <br />resignation of specific public officers, appointees or employees, as authorized by Section <br />2.1-344(A)(1) of the Virginia Code; for the purpose of considering the acquisition of real <br />property for public purpose, or the disposition of publicly held property, when discussion <br />in an open meeting would adversely affect the bargaining position or negotiating strategy <br />of the City, as authorized by Section 2.1-344(A)(3) of the Virginia Code, and more <br />specifically described as property near Douglas Avenue; and for the purpose of <br />consultation with legal counsel and briefings by staff members or consultants pertaining <br />to actual or probable litigation, where such consultation or briefing in open meeting <br />would adversely affect the negotiating or litigating position of the City, or consultation <br />with legal counsel employed or retained by a public body regarding specific legal matters <br />requiring the provision of legal advice by such counsel, as authorized by Section 2.1 ~ <br />344(A)(7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Mr. Cox, approved the following certification of closed meeting by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WHEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 2.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> <br />
