106 Ms. Richards said there are other ways to access the property other than through Johnson Village. She said the neighborhood supports the new language. Mr. Cox said he thinks there is a way to create a connector without going through Johnson Village. Mr. Cox noted that the City cannot deliver on the language. Mr. Caravati suggested that cut-through traffic be defined. Ms. Richards said the issue in Johnson Village is with maintaining the quality of life regarding traffic, which is equal to the economic development concerns expressed by the Venable neighborhood. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.1-344(A) of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM - June 4, 2001 Council met in special session on this date with the following members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. On motion by Mr. Toscano, seconded by Mr. Cox, Council voted (Ayes: Mr. Caravati, Mr. Cox, Ms. Richards, Mt-. Toscano. Noes: None. Absent for the vote: Mr. Lynch) to go into closed session for the purpose of appointing members to various City boards or agencies, and for the purpose of discussion of three matters related to assignment, appointment, promotion, performance, demotion, salaries, disciplining or resignation of specific public officers, appointees or employees, as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the purpose of considering the acquisition of real property for public purpose, or the disposition of publicly held property, when discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, as authorized by Section 2.1-344(A)(3) of the Virginia Code, and more specifically described as property near Douglas Avenue; and for the purpose of consultation with legal counsel and briefings by staff members or consultants pertaining to actual or probable litigation, where such consultation or briefing in open meeting would adversely affect the negotiating or litigating position of the City, or consultation with legal counsel employed or retained by a public body regarding specific legal matters requiring the provision of legal advice by such counsel, as authorized by Section 2.1 ~ 344(A)(7) of the Virginia Code. Council reconvened in open session and, on motion by Mr. Toscano, seconded by Mr. Cox, approved the following certification of closed meeting by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. WHEREAS, the City Council has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and WHEREAS, Section 2.344.1 of the Code of Virginia requires a certification by the Council that such closed meeting was conducted in conformity with Virginia law;
