164 <br /> <br />structure, with an additional fee above that level, the <br />collection of $150,000 from commercial dumpster collection, <br />and a pilot commercial/apartment recycling program. <br /> <br /> Ms. Slaughter recommended that the plan be coordinated <br />by a committee made up of a member of Council and commercial, <br />apartment, and residential representatives. <br /> <br /> Ms. Waters expressed reservations about creating another <br />ongoing committee. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that a <br />half time clerk would be necessary to administer the <br />commercial trash collection fee, for a total cost of <br />approximately $15,000. <br /> <br /> Rev. Edwards stated that he felt bringing in a <br />total of $150,000 in revenues was too low and eventually the <br />City will be need to fund substantial ongoing costs for trash <br />collection and disposal. <br /> <br /> Mr. Vandever stated that he eventually would like to <br />shift the disposal cost into a fee system and out of the tax <br />rate and while reluctant, was willing at this time to support <br />the commercial fee. Mr. Vandever also expressed concern <br />about newspapers not being collected as part of the recycling <br />program. <br /> <br /> Ms. Peacock stated that newspaper collection will be <br />made an add-on to the request for proposals for recycling. <br /> <br /> Mr. Toscano stated that he would support the one-time <br />bonus for City employees as a small token of appreciation <br />since employees are being asked to do more with less. <br /> <br /> Mr. Vandever expressed concern about the bonuses in the <br />larger context of the community, especially with the <br />University laying off employees. <br /> <br /> Ms. Waters stated that she has been struggling with the <br />bonus issue, but stated that she would like to provide <br />the bonus if one-time money is available. <br /> <br /> Ms. Slaughter stated that she was bothered by the bonus <br />payment and thought the money could be used better elsewhere. <br /> <br /> Rev. Edwards stated that he favored treating City and <br />school employees equally with regard to the bonus payment. <br /> <br /> Mr. Vandever stated that he would favor redirecting the <br />user side subsidy funds to offset JAUNT's fare increase. <br /> <br />wa, s adjourned. <br /> <br />COUNCIL CHAMBER - April i, 1991 <br /> <br /> Council met in regular session on this date with the <br />following members present: Rev.
