PUBLIC HEARING: <br />CDBG <br /> <br /> COUNCIL CHAMBER May 10, 1983 <br /> <br /> Eouncil met in special session this date with the following members <br />present: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. <br /> <br /> As Mr. Buck arrived late, Mr. Conover called the meeting to order <br /> <br />and opened the public hearing for the purpose of considering Community <br />Development Block Grant recommendations for 1983-84 He gave a brief <br />description of the CDBG process to date and introduced Mr. Fran Lawrence, <br />Chairman of the City-wide. CDBG Task Force. <br /> <br /> Mr. Lawrence briefly reviewed the recommendations of the City-wide Task <br />Force, explaining those programs and recommendations dealing with housing <br />and benefits to-low income and unemployed persons. <br /> <br /> Mr. Conover explained that the Federal regulations permit up to 10% of <br /> <br />the funds to be used ~or social programs which Council has agreed on. He <br />introduced Mr. Tom Vandever to present the recommendations of the Social <br />Development Commission regarding the use of the funds earmarked for this <br />purpose. <br /> <br /> Mr. Vandever 'briefly reviewed the recommendations of the Social Develop- <br />ment Commission regarding social programs. He pointed out that the Red <br />Cross Home Care Project had not been recommended for funding although it is <br />a high priority of the Social Development Commission. Mr. Vandever indicated <br />this situation arose because the Social Development Commission was unaware <br />that the $88,000 Inte~agency Home Care Grant, recently received by several <br />agencies in the Region Ten area, did not fund the same activity as the block <br />grant proposal. He added that some re-evaluation of the proposal might be <br />appropriate. <br /> <br /> Diane Zahm, speaking on behalf of Mrs. Ethel Henderson, Chairman of the <br />Fifeville Neighborhood Task Force, explained the process they used in <br />arriving at their recommendations for the $210,000 allocated for the Fifeville <br />neighborhood. She then briefly reviewed the individual project recommenda- <br />tions. She pointed out that the additional projects requested would be funded <br />only if additional money is made available through the Jobs Bill which is <br />subject to the CDBG process also. Dr. Hall stated that he would like to hear <br />from the Fifeville N6~ghborhood representatives. <br /> <br /> Mr. Ray Mishler, Executive. Director of the Red Cross, spoke on behalf <br /> <br />of the funding of the Red Cross Home Care program discussed by Mr. Vandever. <br /> <br />He then gave a brief description of that program and its benefits. <br /> <br /> Dr. Hall asked if the Red Cross had looked into alternative funding <br />sources. Mr. Mishler said that hey were looking into Medicaid reimburse- <br />ment and Title XX possibilities but neither source is now in place. <br /> <br /> -Mr. Peter MclntoSh of the Legal Aid Society explained the concepts of <br />mediation, the topic of their grant request. He pointed out that the <br />recommended funding of ~3,700 is not sufficient to provide an effective <br />program and recommended that a better use be found for that money-if full <br />funding of their request cannot be met. <br /> <br /> Mr. James King of Lewis Mountain Road spoke in support of the improved <br /> <br />CDBG process this year, but feels that it should be lengthened in the future. <br />He also pointed out that the $210,O00 allocated for the Fifeville neighbor- <br />hood is too small, therefore this neighborhood should be given due consideration <br />for additional funds as they become available and in subsequent years. <br /> <br /> <br />
