210 <br /> <br />MINUTES <br /> <br />PUBLIC <br /> <br /> Nfs. Mary K. Williams of 709 Anderson Street spoke in support of <br />drainag? improvements in the 700 block of Anderson Street. <br /> <br /> There being no further comments, Mr. Conover closed the public <br />hearing. Mr. Hendrix explained that the CDBG 1983-84 program would <br />be on City Council's agenda for Monday, May 16, 1983. Mr. Conover <br />asked if the Social Development Commission could consider the comments <br />regarding the Red Cross Home Care program and the Legal Aid request <br />prior to that meeting. Dr. Hall expressed his support of the Red Cross <br />Home Care program and drainage improvements as part of the CDBG program. <br /> <br /> The City Council meeting adjourne . <br /> <br />Cle~ President <br /> <br /> COUNCIL CHAMBER Monday, May 16, 1983 <br /> Council met in regular session on this date with the following <br /> <br />members present: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. <br />Hall. <br /> <br /> On motion by Dr. Hall, seconded by Dr. Gunter, the minutes of April <br />12th were approved as amended. <br /> <br /> On motion by Dr. Gunter, seconded by Mr. Conover, the minutes of <br />April 25th were approved as submitted, with Mr. Buck abstaining. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the minutes of <br /> <br />May 2nd were approved as amended. <br /> <br /> Mr. Archie Williams of Nalle Street appealed to Council to help <br /> <br />with a house across the street from his residence. Mr. Williams reported <br />that the house, owned by Mr. Otis Lee, had been condemned by Mr. Jim <br />Crawford of the Inspections Division but continued to be a trouble spot <br />and an eyesore to the neighborhood. Mr. Williams requested that Council <br />help, perhaps by using money designated for that area to improve the house. <br /> <br /> Dr. Hall said that he had been contacted about the problem and was <br />informed by Mr. Crawford that Mr. Lee had been notified to correct~;the <br />problem. <br /> <br /> Mr. Hendrix elaborated on Dr. Hall's statement, stating that Mr. Lee <br />had been sent a certified letter on May llth, notifying him that he must <br />bring the house up to code by May 2Srd or the house would be torn down <br />by the City. Mr. Lee's alternatives are: 1) totally board up the house, <br />2) renovate it to meet code requirements, or 3) tear it down. He further <br />stated that the City is legally unable to have a house torn down if it <br />is structurally safe and boarded up, even though as such it will remain <br />an eyesore. <br /> <br /> Mr. Buck questioned this procedure and asked Mr. Wiley's advice as <br /> <br />to what was in the ordinance and what was statutory law. <br /> <br /> Mr. and Mrs. Waverly Jordan of 708 Page Street addressed Council <br />about drainage problems in their yard and house that had started when <br />Schenks Branch was enclosed. <br /> <br /> Mr. Buck told the Jordans that the City was in the process of review- <br />ing drainage problems in the City but did not think their area was <br />included on the list. <br /> <br /> Mr. John Berberich, Director of Public Works, reported that this <br /> <br />was the first he had heard of the problem in the Jordan's yard. <br /> <br /> <br />
