22,2: <br /> <br />PUBLIC HEARING: <br />JOBS BILL <br /> <br /> Ms. Ellie Bishop, an Extension Agent for the Virginia Extension <br />Service, introduced and congratulated the following high school students <br />who will be attending the annual 4-H Congress-at Virginia Tech June 20- <br />24 entitled "Up Where We Belong:" Buddy Hicks for his involvement in <br />the Wilderness Challenge Program', Stephanie McCormaCk for his involve- <br />ment in the 4-H Horse Program, and Richard Timberlake for his involve- <br />mentin the 4-H Talent Show. Ms. Bishop said that everyone was very <br />proud o~f their being selected to attend the Congress. <br /> <br /> Mr. Buck congratulated the students and extended his best wishes <br /> <br /> and hope that they would return from the Congress with many new ideas. <br /> Mrs. Gleason added her congratulations and asked Ms. Bishop tO <br /> introduce the students again to the television audience. <br /> <br /> Mr. Hendrix explained..that $209,000 was to be received by the. City <br /> through the Jobs Bill passed by the U. S. Congress as part of CDBG for <br /> the purposes of providing productive employment for the unemployed, help <br /> ~for the indigent, and help with federal programs. Fifty percent of the <br /> funds can .be used for public service projects such as training and employ- <br /> men't. Mr. Hendrix further explained that the CDBG process must be <br /> followed and the public hearing was the first phase of this process. <br /> <br /> Ms. Joan Woodfolk of 710 Ridge S~reet, addressed COuncil with the <br /> <br /> hope that, after zeading of the Jobs Bill in the Daily Progress on April 13, <br /> 1983, there might be the possibility of a job for her as She was un- <br /> employed. Ms. Woodfolk had spoken to Mr. Bruce Keith, Director of <br /> Personnel, who had informed her that there were no jobs available at <br /> this time. <br /> <br /> Mr. Buck explained to Ms. Woodfolk that no programs had been adopted <br /> and that the purpose of the public hearing was to solicit ideas concerning <br /> possible uses of the funds. Mr. Buck asked Ms. Woodfolk if she h~d any <br /> suggestions, and she responded that she thought a practical training <br /> program would be useful. <br /> <br /> Mrs. Gleason suggested that a roster be kept of job available through <br /> the City. <br /> <br /> Mrs. Ethel Henderson of the Fifeville Neighborhood Task Force, <br /> recommended to Council that $104,000 of the Jobs Bill funds be used to <br /> complete the projects in the Fifeville Neighborhood, including sidewalk <br /> installation, drainage and street improvements. She further requested <br /> that, if the work was contracted out, it contain a clause requiring <br /> hiring and training of the unemployed on the projects. <br /> <br /> Mr. Fran Lawrence of the City-wide Task Force, supported Mrs. <br /> Henderson's recommendations. He said he understood that half of the <br /> money could be used for social projects and the remainder for physical <br /> improvements. The City-wide Task Force recommended 'all the proposed <br /> projects for Fifeville be completed with the exception of the proposed <br /> playground on private property. Mr. Lawrence agreed with the idea of <br /> a clause requiring hiring of the unemployed and said he hoped that the <br /> creation of jobs by thi.s funding would lead to permanent employment for <br /> many who were hired. <br /> <br /> Mr. Francis Fife of the Employment Commission which consists, of <br /> members from the City and County, endorsed use of the money for a training <br /> <br /> <br />
