STAFF REPORT: <br />ANTIQUE PUMPER <br /> <br />PRESENTATION: <br />ORA MAUPIN, <br />COMMISSIONER <br />OF REVENUE <br /> <br />APPROPRIATION: <br />$21,171 <br />SNOW REMOVAL <br />(2nd reading) <br /> <br />APPROPRIATION: <br />$3,358 GENERAL <br />REGISTRAR AND <br />ELECTORAL BOARD <br />(2nd reading) <br /> <br /> program at Piedmont Virginia Community College as welI as training for <br /> <br /> the CHIP housing program. <br /> <br /> As there were no other speakers, Mr. BUck closed the public hearing. <br /> <br /> On a.question by D'r. HalI, Mr. Buck replied that the City does not <br /> <br /> contract out for sidewalk construction, but has its own crews. <br /> <br /> Mr. Buck explained that recommendations for use of the Jobs Bill funds <br /> would go to the Planning Commission and then to Council for a final decision. <br /> <br /> Mr. Conover said he believed that the intent of the Jobs Bill by <br /> <br /> Congress was to return the money collected-from the SO.OS gas tax to the <br /> states and localities. He said he would like to see reasonable jobs done <br /> with the funds but realized that once the funds are depleted, people might <br /> once again be unemp~-oyed. <br /> <br /> Mr. Hendrix explained that the Steamer Company Number 5 Museum in <br /> <br /> Richmond has requested that the City donate its 1947 Seagrave Pumper to <br /> the museum to be restored and displayed. Mr. Hendrix said that its sale <br /> value was less than $1,000 and, as it was no longer usable even with <br /> repairs and could not presently be stored inside, he recommended that Council <br /> authorize its donation. <br /> <br /> Mrs. Gleason moved, Dr. Hall seconded, and the donation of the pumper <br /> <br /> was unanimously approved. <br /> <br /> Ms. Ora Maupin, Commissioner of Revenue, gave a report on her office. <br /> <br /> The office was provided for in the Constitution in 1869 and was made an <br /> elected office for four year,terms in 1910. Ms. Maupin was appointed <br /> Commissioner in 1952 and has won election since then with opposition in 1969 <br /> only. The Commissioner administers the following tax levies: individual <br /> state income taxes, individual estimated state tax, state taxes on bank <br /> stock, city meals tax, city personal property tax, city taxes on machinery <br /> and tools of manufacturers, city public utility tax, city business license <br /> tax, transient lodging tax. The Commissioner's office also administers <br /> the real estate and rental relief programs for taxpayers over 65 years old, <br /> and the disabled under 65 years old. The office has three divisions: <br /> license, taxpayers' assistance, and addit. The office operates on a budget <br /> of $217,031. <br /> <br /> Ms. Maupin stated that she hopes to place the Virginia State income <br /> <br />tax due and payable, capitol not otherwise taxed, Virginia estimated income, <br />real estate tax relief and rental relief on the computer in the near future. <br />She also hopes to add another employee to assist inspecting for business <br />tangible personal property and delinquent filers of personal property and <br />meals tax. <br /> <br /> Dr. Hall congratulated Ms. Maupin on her continued success in her job, <br /> <br />and commended her for maintaining a courteous department. <br /> <br /> Mr. Buck added that he continually heard praise of Ms. Maupin's office <br /> <br />from officials throughout the state. <br /> <br /> The appropriation of $21,171 for snow removal which was offered at <br /> <br />the meeting of May 16, 1983 was approved by the following vote. Ayes: Mr. <br /> <br />Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> The appropriation of $3,358 for the General Registrar and Electoral <br /> <br />Board which was offered at the meetih~g of May 16, 1983 was approved by the <br />following vote. <br /> <br />Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. <br /> <br />Hall. <br /> <br /> <br />
