228 <br /> <br />PUBLIC <br /> <br />OTHER BUSINESS <br /> <br />ORDINANCE: <br />TRANSFER OF <br />WATER AND <br />SEWER <br />FACILITIES <br /> <br />"AN ORDINANCE AUTHORIZING THE ISSUANCE OF ONE MILLION FIVE HUNDRED <br />THOUSAND DOLLARS ($1,S00,000) PRINCIPAL AMOUNT OF GENERAL OBLIGA- <br />TION GENERAL IMPROVEMENT BONDS OF THE CITY OF CHARLOTTESVILLE, <br />VIRGINIA, FOR THE PURPOSE OF PROVIDING FUNDS TO PAY THE COST OF <br />ACQUIRING, CONSTRUCTING, RECONSTRUCTING, IMPROVING, EXTENDING, <br />ENLARGING AND EQUIPPING THE GAS DISTRIBUTION SYSTEM OF AND FOR SUCH <br />CITY; FIXING THE FORM, DENOMINATION AND CERTAIN OTHER FEATURES OF <br />SUCH BONDS: PROVIDING FOR THE SALE OF SUCH BONDS AND PRESCRIBING <br />THE FORM OF A NOTICE OF sALE THEREFOR]' AND AUTHORIZING AND PROVIDING <br />WITH RESPECT:'.TOTTHE!ISSUANCE AND SALE OF A LIKE PRINCIPAL AMOUNT OF <br />GENERAL OBLIGATION BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE <br /> AND SALE OF SUCH BONDS was carried over to the next meeting. <br /> There were no other matters by the public. <br /> <br /> Dr. Gunter asked staff to prepare a report on plans for the <br /> <br /> Safeway Building on Main Street. <br /> <br /> Mr. Hendrix asked Council for approval of a change order for an <br /> electrical switch at the Charlottesville High School auditorium. He <br /> stated the Director of Public Works said there is money in the project <br /> available for the change. <br /> <br /> Mrs. Gleason said she approved of the change which would allow <br /> traveling groups to use the auditorium. <br /> The request was moved by Mrs. Gleason, seconded by Dr. Hall, and <br /> unanimously approved. <br /> <br /> Mr. Hendrix introduced a resolution to authorize the mayor to <br /> <br /> sign the deed for the transfer of water and sewer facilities to the <br /> Rivanna.Water and Sewer Authority. <br /> <br /> Mr. Wiley stated the Rivanna Water and Sewer Authority had <br /> requested the authorization be in the form of an ordinance. In addition, <br /> Mr. Wiley asked Council to waive the second reading because the deadline <br /> was the following week, and $1,000 per day in interest would be lost <br /> by the City at that time. <br /> <br /> Mrs. Gleason moved the waiving of the second reading, Dr. Gunter <br /> seconded, and the.waiving was unanimously approved. <br /> Dr. Hall moved, Mr. Conover seconded, and the ordinance entitled <br /> "AN ORDINANCE AUTHORIZING THE CONVEYANCE OF CERTAIN WATER AND SEWER <br /> FACILITIES" was passed by the following vote. Ayes: Mr. Buck, Mr, <br /> Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> In response to a memorandum to Council from Mr. Hendrix, Mr. Conover <br /> questioned whether the boat ramp into the Rivanna was open to the public, <br /> and was told that it was. <br /> Mr. Huja requested Council divide the money available through the <br /> Jobs Bill so that the Social Development Commission could begin <br /> addressing the issue. Mr. Buck replied that he felt it was premature <br /> for Council to make that decision, but suggested the Commission begin <br /> work estimating use of S0% of the funds. <br /> Mr. Buck stated that Betty Scott, a private citizen concerned about <br /> drunk driving, and Frank Johnstone, Director of the University of <br /> Virginia Police Department, had attended the Governor's Task Force on <br /> Drunk Driving.
