He suggested removing the <br /> surcharge for commercial customers and reducing the surcharge for <br /> residential county customers to 8%, thereby equalizing the charge with <br /> city customers. Mrs. Gleason seconded the motion to amend. <br /> <br /> Mr. Robert Sheets, Director of Finance, replied that there was no <br /> cost basis to justify the surcharge. <br /> <br /> Mr. Buck elicited comments from the public. <br /> <br /> Mr. Toscano stated that he had not looked at the figures and could <br /> not make a judgment. <br /> <br /> Mr. Charles Rotgin, speaking as a commerical gas customer, agreed <br /> <br /> with the proposed change for Mr. Conover's reasons. <br /> The motion to amend was approved unanimously. <br /> <br /> The ordinance was passed by the following vote. Ayes: Mr Buck Mrs Gleason, Dr. Gunter . . <br />(2nd reading) ' , - , Dr Hall <br /> Noes: Mr. Conover. <br /> <br />ORDINANCE: Mr. Gary O'Connell Assistant City Manager', explained that the <br />PERPETUAL CARE ' <br />FUND ordinance would make changes in the fee schedule and in the way the money <br /> is handled, which would allow .10% of grave space fees.~to be retained in <br /> order to make the cemetaries self-supporting. <br /> Mrs. Gleason requested the wording concerning use of wooden boxes be <br /> clarified. <br /> Mr. Conover asked if therew was an alternative to requiring use of a <br /> concrete vault and Mr. Hendrix replied that it was a commonly accepted <br /> cemetary practice which reduced maintenance. <br /> Mrs. Gleason moved, Dr. Gunter seconded, and the ordinance entitled <br /> "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS 6-3, 6-7.1 AND 6-9, OF THE <br /> CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, TO INCREASE CITY <br /> CEMETERY FEES AND TO CHANGE THE METHOD OF ACCOUNTING FOR PERPETUAL CARE <br /> FUNDS" was carried over to the next meeting. <br /> Mr. Hendrix explained that this ordinance reflected a small change <br /> to enable delinquent meals tax notices to be mailed at a reduced charge. <br /> ~r. Hall moved, Mrs. Gleason seconded, and the ordinance entitled <br /> 7lAN ORDINANCE TO AMEND AND REORDAIN SECTION 10-96 OF THE CODE OF THE CITY <br /> OF CHARLOTTESVILLE, 1976, RELATING TO TH~YMAILING OF NOTICES OF DELINQUENT <br /> MEALS TAX ASSESSMENTS" was carried over to the next meeting. <br /> Mr. O'Connell explained that the ordinance would enable all costs to <br /> be in one central fund under risk management. <br /> Mrs. Gleason moved, Dr. Hall seconded, and the Ordinance entitled <br /> "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS 2-119 AND 2-120 OF THE CODE <br /> OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO THE RISK <br /> MANAGEMENT FUND" was carried over to the next meeting' <br /> Mr. Hendrix explained that this was a normal bond ordinance Which <br /> Council must approve to pay off extension of the gas service. <br /> Mr. Conover moved, Mrs. Gleason seconded, and the ordinance entitled <br /> <br />ORDINANCE: <br />RELATING TO <br />MAILING OF MEALS <br />TAX <br /> <br />ORDINANCE: <br />RISK MANAGEMENT <br /> <br />ORDINANCE: <br />AUTHORIXING BONDS <br />FOR GAS SYSTEM <br /> <br /> <br />
