He said Ms. Scott and Mr. <br /> Johnstone had indicated their willingness to help start the' task force. <br /> Ail Council members nodded their agreement. <br /> <br /> On a motion by Mr. Conover, seconded by Dr. Hmll, Council unanimously <br /> agreed to go into Executive Session to discuss personnel as exempted by <br /> Section 2.1-344(~)(1) of the Virginia Freedom of Information Act. <br /> The meeting was adjourned. <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br /> A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Tuegday, June 14 1983 <br /> AT 9:00 p.m. tN THE BASEMENT CONFERENCE ROOM. Executive session to discuss appointments as exempted by Section <br /> 2.1-344(a)(1) of the Virginia Freedom of Information Act <br /> <br /> BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> Clerk <br /> <br /> BASEMENT CONFERENCE ROOM Tuesday, June 14, 1983 <br /> <br /> Council met in special session this date with the following members <br /> present: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Hall. Absent: Dr. Gunter. <br /> <br /> Mr. Hendrix reported that Mr. Conover had requested that contracting <br /> <br /> out ~or services for school grounds maintenance be considered. Mr. Hendrix's <br /> concerns about contracting out included lack of control, delay in beginning <br /> the work due to the bidding process, and the fact that two of the employees <br /> for the project would be school employees. He further stated that if it was <br /> decided that the maintenance would not be contracted out, equipment would <br /> need to be ordered Which would take some time. <br /> <br /> Mr. Conover stated ~hat he felt it was important to periodically <br /> contract out work that the City normally does itself. <br /> <br /> Mr. Buck agreed with the idea and stated that he felt a test of the <br /> market would be valuable and would perhaps prove that the City is more <br /> efficient. He questioned whether it was best to test new or ongoing programs. <br /> He further suggested having City crews begin the project this summer and <br /> contract out the work beginning next spring. Mr. Buck stated that perhaps <br /> some of the vehicles scheduled to be auctioned off due to high maintenance <br /> costs could be kept one more season in order to avoid purchasing new ones. <br /> <br /> Council members indicated their agree~ment with contracting out the <br /> <br />work. <br /> <br /> Mr. Eugene German, Director of Parks and Recreation, recommended <br />contracting out only the mowing and using City employees for the work at <br />the high school. <br /> <br /> Mr. Buck and Mr. Conover stressed that Council's desire to contract out <br />the work in no way reflected on Mr. German or his department. <br /> <br /> Mr. Hendrix reported that there had been some interest in investigating <br />the possibility of contracting out of commercial refuse collection. He <br />noted the following reasons against doing so: 1) It is one of the best <br />services the City provides. It is very visible to the public and effects <br />a large number of people. 2) It is a very capital intensive program. <br />CommerciaI refuse trucks are extremely expensive and are already owned by <br /> <br /> <br />
