STAFF REPORT: <br />LONG TERM CARE <br />REPORT <br /> <br />STAFF REPORT: <br />CHARTER HOUSE <br /> <br /> .streamline their business operations. <br /> <br /> Mrs. Gleason asked that the condition be added making scholarship <br /> payments available to only those day-care providers who had undergone <br /> training~ Noting that some providers had been reluctant to receive <br /> training in the past, Mrs. Gleason felt this would provide the incentive <br /> for them to do so. <br /> <br /> Mr. Conover moved to approve the recommendations of the Child Care <br /> Committee, adding his desire that the_City maintain control over who the <br /> recipients of the funding would ~e. Dr. Hall seconded the motion. <br /> <br /> Mr. Buck commented that while Dr'. Gunter was not present, she had <br /> reviewed the recommendations and supported them. In addition, Mrs. <br /> Gleason stated that she had discussed the proposal with Dr. Gunter and <br /> Mr. Gary O'Connell, Assistant City Manager, and that the proposals had <br /> Dr. Gunter's support. <br /> <br /> .-The recommendations were unanimously approved by Council. <br /> <br /> Mr. Hendrix reported that Planning District Ten had been directed <br /> <br /> by Senate Bill 219 to prepare a report on long-term care for the elderly <br /> and disabled which required Council's approval before being returned to <br /> the State. <br /> <br /> Mr. Huja stated that the Department of Community Development included <br /> the following comments or conditions: 1) local service providers encourage <br /> clients to participate in the cooperative program, 2) emphasis should be <br /> given to both elderly and disabled persons, and S) local service providers <br /> should be encouraged to continue the coordinated effort. <br /> <br /> Ms. Jane Saunier, Senior Planner with the Thomas Jefferson PIanning <br /> District Commission, addressed Council concerning the Long-Term Care Report. <br /> She said that the Department of Health, Department of Social Services, and <br /> Region 10 Community Services Board would assist in tracking and coordinating <br /> community-based services, both.public and private. A systematic attempt <br /> will be made to determine what level of services are, their nature and cost. <br /> <br /> Mrs. Gleason questioned whether coordination would exist with the <br /> Hospice of the Piedmont and. the Red Cross since they had been involved in <br /> this tracking process. Ms. Saunier indicated they would be involved. <br /> <br /> Ms. Saunier further indicated the need to .compile comprehensive data <br />on those per.sons who have been denied access to existing facilities, and <br />that new services may be necessary. Ms. Saunier stated that results from <br />a quick survey showed that there would be approximately 25-3S oersons who <br />would fall into this category. She said that the State has been concerned <br />with the rising co~ts of Medicaid in nursing homes and was attempting to <br />lower the cost through the availability of community-based services. <br /> <br /> On a question by Mr. Conover on the possibility of a more direct and <br />efficient method of achieving the stated goals, Ms. Saunier stated that the <br />State Board on Aging. was providing some guidance, but the State's inability <br />to provide funding for the project made the present method necessary. <br /> <br /> Mr. Conover moved, Dr. Hall seconded, and the report was unanimously <br />~approved by Council. <br /> <br />Mr. Hendrix stated that Charter House was requesting Council's <br />authorization to apply~for a grant for their second year of operation. <br /> <br /> Dr. Hall moved approval and Mrs. Gleason seconded the motion. <br /> <br /> <br />
