APPROPRIATION: <br />$723,000 <br />CDBG <br />(2nd reading) <br /> <br />APPROPRIATION: <br />SCHOOL GROUNDS <br />MAINTENANCE <br /> (2nd reading) <br /> <br />APPROPRIATION: <br />$40,000 TIPS <br />GRANT <br /> <br />RESOLUTION: <br />OUTDOOR CAFE <br /> <br /> Mr. Buck asked if the neighborhood representatives on the <br />Charter House Advisory Board were aware of the grant request before <br />Council. <br /> <br /> Mr. M. O. Mohr, Region 10 Alcohol and Drug Abuse Program <br />Coordinator, responded that the Board members were aware .of the <br />request. He added that there had been no. negative comments from <br />the neighborhood concerning the presence of Charter House, with <br />the exception of a neighbOr :who had been concerned after seeing a <br />bottle passed through an unscreened window. Mr. Mo'hr said this·was <br />now being prevented. <br /> <br /> Council unanimously voted to approve the submission of a grant <br /> <br /> for the second year. <br /> <br /> The appropriation of $7~23,000 for the Community Development <br /> <br /> Block Grant which was offered at the meeting of June 14th, was <br /> approved by the folloWing vote. Ayes: Mr. Buck, Mr. Conover, Mrs. <br /> Gleason, Dr. Hall. Noes: None. <br /> <br /> Mr. Hendrix reported that bids had been received for mowing at <br /> <br /> all of the schools except the high school, which would be done by the <br /> City. <br /> <br /> Mr. Doug Burkette from Town and Country Services distributed <br /> <br /> copies o~f his bOwing bid to COuncil and asked that his bid be evaluated <br /> on the basis of all of the criteria and not only the cost. <br /> The appropriation which was offered at the meeting of June 14th, <br /> was approved by the following vote. Ayes: Mr. Buck, Mr. Conover, <br /> Mrs. Gleason, Dr. Hall. Noes' None. <br /> <br /> Mr. Hendrix stated that Council must act as the pass-through for <br /> the schools in approving the renewal of this gr. ant for Albemarle County <br /> and Charlottesville Schools. <br /> <br /> Mrs. Gleason moved, Dr. Hall seconded, and the following appro- <br /> priation was carried over to the next meeting: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that the sum of $40,029 is hereby appropriated from the <br /> Grants Fund to expenditure account 11-12230 for use by the <br /> Charlottesville Public Schools for the TIPS program for the period <br /> July 1, 1983 to June 30, 1984. Such appropriation shall be subject <br /> to the receipt of a like amount in revenue from a Virginia Department <br /> of Criminal Justice Services grant. <br /> <br /> Mr. Hendrix recommended approval of the resolution which would <br /> extend the permit for the outdoor cafe at Miller's Resrtaurant for a <br /> period of five years. <br /> <br /> Mr. Buck said that while he had no objections to renewing ~the <br /> permit, he questioned the length of time and the difficulty the City <br /> might have in revoking the permit given the standards stated in the <br /> resolution. <br /> <br /> Mr. Wiley stated that a section could be added which would allow <br /> Council to terminate the permit for any reason on six months' notice. <br /> Mr. Conover said he felt restaurant owners should be assured that <br /> Council would not arbitrarily revoke a permit, though he agreed that <br /> Council should maintain control since public property was being used. <br /> <br /> Mr. Hendrix stated the~e might be~a reason in the future to <br /> <br /> revoke the permit that was not related to the operation of the business. <br /> <br /> Mr. Buck suggested adding that the permit could be revOked by <br /> <br /> <br />
