MINUTES <br /> <br />PUBLIC <br /> <br />PUBLIC HEARING: <br />MULTI-MODAL <br />TRANSPORTATION <br />CENTER <br /> <br />APPOINTMENTS: <br />BOARDS AND <br />COMMISSIONS <br /> <br /> COUNCIL CHAMBER August 1, 1983 <br /> <br /> · Council met in regular session this date with the following members <br /> <br /> present: Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr..Hall. Absent: Mr. <br /> <br /> Conover. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. GUnter, Ms. Gwen Bradley <br /> was unanimously appointed Acting Clerk. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the minutes of <br /> July' l'Sth were unanimously approved as presented. <br /> <br /> Ms. Rae addressed Council and presented'a petition regarding concern <br /> about the safety of children and behavior of ballplayers in Rives Park. <br /> She asked that the play equipment be relocated within the park and that <br /> the City increase policing of the park. <br /> <br /> Mr. Hendrix responded that funds had been provided in the Community <br /> Development Block Grant .for a parking area at the park, but felt that it <br /> would be impossible to provide intensive policing of all the ball games. <br /> Mr. Hendrix further stated that staff would investigate the problem and <br /> report back to Council. <br /> <br /> There were no other matters by the.public. <br /> <br /> Mr. Hendrix stated that the public hearing was being held to solicit <br /> comment on the City applying for an application for a grant to study the <br /> feasibility of coordinating the transportation systems in the Charlottesville <br /> area. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, stated that a <br /> detailed analysis was needed to-determine what sort of facility would be <br /> built, what the cost would be, and how it would be funded. <br /> <br /> Mr. Kirk Haden, representing Southern Railways, addressed Council <br /> <br /> with concerns about the potential danger of people near railroad tracks <br /> and questioned whether the center would not be better placed elsewhere, <br /> such as at a bus station. <br /> <br /> Mr. Buck stated that he felt the study.would be futile if Southern <br /> Railway opposed the idea, and asked Mr. Haden if he would be in favor of <br /> the idea if safety..measures were met, or if. Southern Railway was more <br /> interested in freight transportation than people transportation. <br /> <br /> Mr. Haden responded that Southern Railways would explore the idea <br /> <br /> with an open mind. <br /> <br /> As. there were no further comments, the public hearing was closed. <br /> <br /> Mrs. Gleason moved to.approve the grant application with the condition <br /> that Southern RailWays be contacted by letter to determine their interest <br /> in the center. Dr. Hall seconded the motion. <br /> <br /> Mr. Buck agreed that it was important to determine if Southern Railways' <br /> hesitancy was a policy disagreement or a safety issue. <br /> <br /> Council unanimously approved the submitting of the grant application <br />with the condition of agreement by. Southern Railways. <br /> <br /> Dr. Hall nominated Ms. Marion Rabinowitz to be reappointed to the <br />Charlottesville-Albemarle Jail Board, a position jointly appointed by <br />Charlottesville and Albemarle County. Mr. Buck stated that Albemarle <br /> <br />County had previously approved Ms. Rabinowitz's appointment. Ms. Rabinowiiz's <br />appointment was unanimously approved to serve a three year term to expire <br />May 1, 1986. <br /> <br /> <br />
